Common understanding and objectives in the mandate
Close cooperation and integration, bringing together WFD experts and EIONET Development of the SOE-data stream is an integrated part of the development of WISE. Basis for all SoE data is the national monitoring networks as they exist or are established under the WFD and other water relevant directives. The purpose of the data reporting is to do sound state of environment and trend analysis as set out in EEA‘s mandate Objective: SoE data flow streamlined with reporting obligations under all relevant water related directives and integrated into WISE To support annual SoE reporting based on disaggregated data where available Taking EIONET – water as a principal starting point Based on national Monitoring Networks as existing or developed according WFD requirements

Mandate Objective: Reference to INSPIRE principles - priority is easy access to data The Drafting Group will discuss and agree on the appropriate level of temporal and spatial aggregation taking into account other CIS-work

Mandate Tasks : Clarification of reporting streams required for and contributing to SOE-assessments Review of existing guidance documents Guidance document on scope of SoE parameters Guidance on data processing, handling and reporting Requirements for technical integration Specifying (i.e identifying existing) data and information : a) reported for compliance purposes b) made available (voluntary) by Member States to enable SOE, trend and pressures reporting out of the national monitoring networks under WFD and other policy processes 2.7 monitoring guidance, Former EWN-guidelines, Guidance on chemical monitoring Monitoring and reporting guidance for other directives (also informal) Main task: 3) List sub-set of parameters to be made available for SoE assessments from data collected under monitoring programmes for WFD and other directives and obligations. Agreement on temporal and spatial aggregation. in cooperation with formulation of reporting sheets in compliance drafting group EEA will produce an outline for comments before and for subsequent discussion at the next meeting Task 4) Elaboration of : Aspects of QA/QC and comparability Statistical aspects; ; Meta data; Use of model for provision of information Schedule for regular updating (based on the existing EIONET-water data flow). Task 5 In parallel to all other activities To formulate requirements for SoE to be integrated part of WISE Integration with data dictionary, national data services and REPORTNET The naext meeting is planned for sept/Octobre this year, before the Reporting working group. For task 1 and 2 EEA proposal for next meeting and subsequent discussion For the main takd the guidance document EEA will support the discussion with a first outline to be provided to the next meeting
