Healthcare Financing under SHI
Medical Schemes Potential SHI Public Sector Healthcare Financing under SHI Medical Schemes: Existing beneficiaries of medical schemes. Some 7 million people. Potential SHI: Potential beneficiaries of medical schemes. Facilitated by reform of tax subsidy under SHI proposals. Requires development of low-cost options. At fullest extent some 8 million people. Expect 3 to 4 million in initial phase. Middle and higher income groups will have mandatory membership of medical schemes under SHI proposals. Public Sector: Lowest income groups and those without income that could remain in publicly funded system. Some 28 million people in this study.
