Rough Order of Magnitude (ROM) 0377 – Introduction of an Inter-day Linepack Product
Xoserve completed its indicative estimate of costs for the development and implementation of the changes required to implement MP0337. The estimates provided are based on the draft Business Rules discussed at Review Group 0291 – ‘NTS Licence Special Condition C27 – Balancing Arrangements’ (10 September 2010)

ROM Requirements Evaluation includes the development of the following items;
an Inter-Day Line-pack Product bulletin board; a process for Users to post ‘Park’ and ‘Loan’ bids; a process for managing the Inter-Day Line-pack Product; an Inter-Day Line-pack Manager account; Users to have daily access to the Inter-Day Line-pack Service; a process for acceptance/rejection of bids; Registration of NBP buy/sell trade nominations for all accepted Inter-Day Line-pack bids for a Gas Day; Registration of NBP sell/buy trade nominations for all accepted Line-pack bids for Gas Day plus one (D+1) a process to allow multiple releases of a Line-pack Product for a Gas Day; a reporting mechanism of the amount of Parked and Loaned Line-pack for each Gas Day; an appropriate Invoicing and Energy Balancing Invoicing process;

Estimated costs: Estimated Cost
The solution will cost at least £758k, but probably not more than £1.07m Ongoing Application Support will cost at least £37k, but probably not more than £106k per annum.
