OPTION # 1 Remove the west classroom from the scope of the project.
Removal of the west classroom will allow the project to move forward with no code required seismic improvements. By removing the west classroom, we are well below the 50% of the replacement cost for modernization, which is what triggers the code required seismic retrofit. DSA informed us that if we move forward with Option 1, they will provide a letter to the District explaining the risk of not doing the seismic improvements. DSA will closely monitor the construction cost to make sure the modernization costs does not exceed 50% of the replacement costs. OPTION # 1

OPTION # 2 Remove the west classroom from the scope of the project.
Removal of the west classroom will allow the project to move forward with no code required seismic improvements. Provide voluntary seismic improvements. The proposed voluntary seismic improvements would be similar to the code required seismic improvements. Option 2 would not be eligible for seismic funding. The proposed scope of work and associated estimated costs for voluntary seismic improvements are estimated at $500,000 This option will increase our current budget OPTION # 2

OPTION # 3 Leave the west classroom in the project.
Provide the code required seismic improvements. Option 3 will make the seismic improvements eligible for state Facility Hardship funds. The proposed scope of work and associated estimated costs for code required seismic improvements are $500,000

Facility hardship funds – seismic retrofit application process
Seismic Mitigation: If this is a request for Seismic Mitigation conceptual approval or funding, include the following: 1.) One letter from the DSA verifying that the building(s) qualifies as one of the "Most Vulnerable Category 2 Buildings"; 2.) A second letter from the DSA indicating the work in the plan is the minimum to mitigate the hazard. Six months for Office of Public School Construction review and State Allocation Board approval, additional six months to get on the priority funding list. The District has modernization eligibility at the high school for around $15.3 million in total projects. Assuming the total project cost including soft costs is around $4.7 million, then the State 60% share would be $2.6 million for this modernization project. The District will also be eligible to receive approximately $300k per seismic retrofit mitigation program

Project management team recommends option # 3
There is state funding for seismic retrofits… There are a total of (6) additional buildings on the campus that were constructed with the Culinary Arts Building and they all need the same seismic retrofit. It is our recommendation that we proceed with the application to secure seismic retrofit funding in conjunction with modernization funding for these building and all other building on the campus that are on the AB 300 List. If we elect to move forward with seismic improvements for the Culinary Project, it is our recommendation that we comply with any seismic funding requirements so that we can secure the seismic retrofit funding.

April 8th, 2019, Special Board Meeting – Board Direction Revised architectural plans including the retrofits submitted to DSA by April 30th, 2019. 10 to 12 weeks for DSA to review and approve project (ETA – July 2019) with the required seismic retrofits June, 2019, award of contract July 2019, construction begins… Estimated project completion February 2020 Estimated student occupancy March 2020
