GDC Enabling STA
Shall have a geo-location capability and internet connection to the Authorized Geo-location Database (AGDB)
Mode II or Fixed devices in FCC term.
Transmits enabling signals
Provide available channel list to the GDC Dependent STA
Transmits Contact Verification Signal

GDC Dependent STA
Allowed to transmit over –the-air only after having the enabling signal from the GDC Enabling STA
GDC dependent STA is required to transmit its FCC ID prior to get the available channel list from the GDC enabling STA
FCC ID and the available channel list are required to be secure
A GDC Enabling STA and a GDC dependent STA shall have a secure association before the GDC dependent STA transmit the Channel Availability Query Request (CAQ), where FCC ID is convey to the GDC enabling STA
CAQ procedure shall be performed anytime it is needed
GDC dependent STA receives CVS from the GDC enabling STA who enabled it

Terminologies – GDC In-band Enabling Signal
Beacon frame containing in-band enabling IE
Enabling Signal is any beacon frame that has in-band enabling IE
Upon receipt of beacon frame having the in-band enabling IE, GDC dependent STA is allowed to put energy over-the-air
Frames that the GDC dependent STA can transmit after receiving the enabling signal are association/authentication request
After having association and authentication process, GDC dependent STA shall transmit CAQ request frame with FCC ID in it

They have the capability to be GDC enabling STA
However, before establishing a internet connection, they must operate like a mode I device, GDC dependent STA
After getting enabled and having internet connection via another GDC enabling STA, it talks to the database using the established internet connection
Having its own WSM at its location, it can act as a GDC enabling STA

One of the reason we have 11u GAS in the draft is that GAS frame is transmitted even without association
Because of the security requirement, any request frame for getting enablement in TVWS must be transmitted after secure association
GAS Initial Request frame in TVWS cannot be transmitted from a GDC dependent STA without having any association with the GDC enabling STA

Is any STA transmitting beacon which is not an enabling signal always a GDC enabling STA?
Are the IBSS or ad-hoc mode supported in TVWS band?
All of the member of IBSS shall transmit beacon during the awake period of the IBSS
In an IBSS, internet connections are not assumed for each STA
Beacon from the IBSS member cannot allow to transmit over the air
