2. March 2012 meeting - Salient decisions
To prepare a report on quantitative assessment of the 'Optimum Spectrum Utilization', taking into account combined effects of technological efficiency, network planning efficiency, regulatory efficiency for deriving reasonable government revenues and socio-economic benefits.

3. March 2012 meeting - Salient decisions contd..
The spectrum Working Group will aim to define various parameters to measure the optimum spectrum utilization.
The inputs are called for from all participants in this respect. Mr. Madhukar Deshmukh has joined the WG and will provide some contributions in this regard.

4. Time lines for different items
20 April 2012 – First draft Report to be prepared and circulated among all concerned for comments (Issued 21 April 2012);
7 May 2012 – Comments on the first draft as well as any additional inputs received;
25 May 2012 – Second/ revised draft to be prepared and circulated

5. Progress of work
Inputs & suggestions invited from all concerned – 4 April 2012;
Few inputs/ suggestions received;
First draft report issued on 21 April 2012 and comments requested;
Many valuable comments received from GISFI members as well as informal comments from friends in ITU, World Bank, , etc. as well as from Spectrum Management Experts

6. Progress of work contd..
One of the GISFI members commented that we should concentrate on Optimum Utilization of Spectrum, without going into social benefits;
Subsequently, another member also provided similar comments that we should not attempt quantification of social benefits;
This appears to be at variance with the general understanding & decision of last meeting;
Hence, this issue needs to be clarified first of all.
