1) well informed citizen European legislative process phase 1 make European legislation online (short term) phase 2 to be started parallel: to develop an information model for transparency of European decision making process (medium term) National and transnational content IDA should authorise independent audit on accessibility of national portals for usage of own and other citizens enhance the use of automatic translation machines

Start an action line for best practises of electronic ways of participation and consultation in member states (local, central governments) No action on e-voting Wait for results EU research program on e-voting. First results probably to be available end of this year

3) Identification and privacy explore on a minimum set of data to identify persons, taking into account constitutional circumstances and privacy aspects 4) Digital divide develop a platform together with DG Information Society and Member States to develop an action plan on digital divide (short term) e-Europe is currently only bench marking
