Until the new PRAG 2006, we started with the administrative & eligibility check. As you know, this requires a lot of resources and can be quite time-consuming. And the result is often that many proposals are rejected because they have not submitted all the documents required and no one looks further at the technical proposals. With a view to increase effectiveness (ie get better results) and efficiency (ie focusing on evaluating technical quality first rather than administrative matters) we have introduced the following changes: Eligibility check after evaluation Concept notes In both the open calls for proposals and in restricted calls for proposals, applicants will have to fill in a concept note in order to give an executive summary of the project, and to answer to questions related to the relevance of the proposal, its methodology and sustainability and the operational capacity and expertise of the applicant and his partners. This concept note is part of the application form in open calls, and replaces the former preliminary proposal for the restricted calls. Redrafting of application forms The aim is to make them clearer and better specifying administrative requirements to reduce the risks of errors by applicants Grants of low amount ( less or equal EUR ) Publication Only international calls. Publication of the Guidelines. No publication of the notice of calls for proposals. Standardised reporting Publication of a template for narrative and financial reporting by grant beneficiaries This new template allows for standardised reporting for all contracts, replacing the sometimes conflicting requirements of Delegations. It is foreseen to provide that this template may also be used by grant beneficiaries under ongoing contracts, to the effect that the Commission should not reject a report on the sole ground that it conforms to this template rather than to any other currently applicable requirement. Expenditure verification Publication of standard terms of reference for “expenditure verification” by auditors: The audit certificates have been questioned by auditors, services and NGOs. The new template details the “agreed upon procedure” which auditors have to follow to verify expenditures incurred.

The programme : Non-state actors and local authorities in Development Objectives : Support to development actions, to be implemented by Non-State-Actors (NSA) or Local Authorities (LA), in close cooperation with the local communities and the most vulnerable population groups, aiming at promoting an inclusive and empowered society in partner countries Actions in Lebanon The global objective of this Call for Proposals is to “support actions aimed at promoting an inclusive and empowered society in Lebanon.” The specific objective of this call for proposals is to support actions submitted by Municipalities and/or Unions of Municipalities which aim at promoting an inclusive and empowered society in Lebanon. 8 How to present the CONCEPT NOTE
The outer envelope must bear the reference (EuropeAid/132094/L/ACT/LB) and the title of the call for proposals “Non-State Actors and Local Authorities in Development - Actions in LEBANON”. together with the full name and address of the applicant, and the words "Not to be opened before the opening session" or/and “Ne pas ouvrir avant la séance d’ouverture” or/and "يمنع فتح هذا المغلف قبل جلسة فض العروض". 9 EVALUATION of the CONCEPT NOTE
All Concept Notes (arrived on time) will be assessed. A list will be established with the proposed actions ranked according to their total score (see the evaluation criterias in the Guidelines). First, only the Concept Notes which have been given a score of a minimum of 30 points will be considered for pre-selection. Secondly, the list of Concept Notes will be reduced in accordance to the ranking to those whose sum of requested contributions amounts a total of € Following the Concept Note evaluation, EU will send a letter to all applicants, indicating : whether their application was submitted prior to the deadline, whether the Concept Note were evaluated and the results of that evaluation. The preselected applicants will subsequently be invited to submit full application.
