Planning requirement for projects
Planning is the cornerstone of project development. A FEMA-approved mitigation plan is required to apply for and receive project funding in accordance with 44 CFR Part 201. Applicants and subapplicants must have a FEMA-approved mitigation plan by the application deadline to be eligible for project funding. Extraordinary Circumstances will not be granted if Applicants or Subapplicants do not have a Hazard Mitigation Plan by the application deadline. Notice of Funding Opportunity FY17 HMA Programs

Cost share requirements
Generally FEMA will pay 75% of the total cost. PDM: FEMA will pay up to 90% for small, impoverished communities. FMA: FEMA will pay up to 90% Federal Share for Repetitive Loss Properties. Advance Assistance – seed funding for community analysis and design of future community flood mitigation projects Community Flood Mitigation Projects - funding for projects that address flood risk on a community level. Prioritize Subapplications from communities who have demonstrated a commitment to reducing flood risk through enhanced flood regulations and enforcement of responsible development. 4 THE REMAINER OF FUNDS WILL BE DISTRIBUTED ON A COMPETITIVE BASIS for projects that mitigate at least 50% of structures: a. Severe Repetitive Loss (SRL) structure (ii) Have at least 2 separate NFIP claim payments exceeding Market Value of Structure b. Repetitive Loss (RL) structure Have at least 2 NFIP claim payments where average costs equal or exceed 25% of Market Value of Structure c. FMA Application LIMITS
Applicants may include the following in a FMA grant application: Community flood mitigation subapplications 1 project subapplication for advance assistance 1 project subapplication for community flood mitigation 1 management cost subapplication 1 technical assistance subapplication (for applicants who received at least $1 million FMA funds in FY16) No limit of project subapplications submitted under the RL and SRL priorities Notice of Funding Opportunity FY17 HMA Programs

$100,000 for advance assistance subapplications $10,000,000 for project subapplications FMA Planning Cap - $100,000 per Applicant $50,000 for state mitigation plans (flood hazard portion only) $25,000 for local mitigation plans (flood hazard portion only) 5% of subapplication budget for subapplicant management costs (as a line item in the budget) 10% of grant application budget for Applicant management costs (as a separate subapplication) $50,000 for technical assistance (for States that received at least $1 million in FMA funds in FY16) Notice of Funding Opportunity FY17 HMA Programs

PDM FUNDING LIMITS $4 million limit for mitigation projects
$400,000 limit for new mitigation plans $300,000 limit for state/territorial and multi-jurisdictional local/tribal mitigation plan update $150,000 limit for single jurisdiction local/tribal mitigation plan update 10% of plan/project subapplication budget for information dissemination activities 5% of plan/project subapplication budget for subapplicant management costs 10% of grant application budget for applicant management costs No Applicant may receive more than $15 million. 1 State/Territory allocation Up to 1% of PDM funds or $575,000, whichever is less for allocations Tribal set aside Up to 10% of PDM funds, or $10 million, for $575,000 per Federally recognized tribal government applicant There is no limit to the number of sub-applications an applicant may submit towards the allocation or set aside; however, to be eligible for consideration, the applicant’s highest ranked planning or project subapplication must be $575,000 or less. 2 Notice of Funding Opportunity FY17 HMA Programs

PDM COMPETITIVE FACTORS
FEMA will further prioritize the competitive subapplications in categories #2 (Tribal set aside) and 3 (competitive) as needed based on: Small, impoverished community status Public-private partnership participation as indicated by the inclusion of private funds in the non-federal share (highest percentage of private funds) FEMA validated Building Code Effectiveness Grading Schedule (BCEGS) rating from 1 to 10 FEMA validated Benefit Cost Ratio (BCR) for projects Applicant’s rank of their competitive projects Notice of Funding Opportunity FY17 HMA Programs

PDM Application LIMITS
Applicants may include the following in a PDM grant application: Unlimited number of plan and project subapplications up to $575,000 federal share for the allocation or tribal set aside 9 competitive project subapplications 1 multi-state/tribal project (for a maximum of 10 competitive projects) 1 management cost subapplication Notice of Funding Opportunity FY17 HMA Programs

HOW TO APPLY PDM and FMA grant applications must be submitted to FEMA via the Mitigation eGrants system: Applicants must contact the eGrants Helpdesk prior to the application deadline to report system issues that prevent grant application submittal by the application deadline to receive a ticket number AND must the HMAHelpline to request late submittal within 24 hours of the deadline.
