From The Outside Looking In To The Inside Looking Out
November 2001
2
What I was asked to talk about
The University of Michigan view: Why belong to Internet2? Value received from Internet2 Transition from a member institution to Internet2 Reflections on how to accomplish our goals with our current membership
3
What I’m going to talk about
Look broadly at the academic view of technology Compare that view to Internet2’s mission Use the University of Michigan to illustrate some complexities Ask you to think about the value proposition
4
Some Initial Cautions Organizational and individual values
Acknowledge great accomplishments Food for thought
5
From the outside “Strategic technology should have clear objectives with agreed-upon costs and benefits, should display transformational potential, should derive from institutional strategic priorities, and should allow faster and better decision-making.” Milton Glick, Provost ASU
6
What is Internet2? A project of the university community working with our corporate colleagues and government to close the gap between the potential and reality of the Internet
7
What is Internet2? Founded by Research Focused Universities
To create a production network for advanced applications or To create a testbed network as a focus for engineering research

16
From the Inside: Internet2 Value Proposition
Opportunity to recreate the partnership of the 70’s and 80’s which gave rise to the internet Insure the Internet responds to the needs of universities: open code, ubiquitous access, affordable Be able to say you are part of this In the current environment, broadband solutions to the last mile are unlikely to be realized through private investment but they are vital to the public well being. So it is appropriate for government bodies like cities and states to undertake solutions in the public interest. With the technology we have today or with what is being developed it is possible to get broadband solutions into small businesses and homes. The place to start may be in university and college towns where the city, the university and the vendors can work on common solutions. We need to find ways to provide infrastructure for the public good and determine what the public role should be in solving these issues.
17
Internet2 Value Proposition From the Outside
Administrative Computing: What’s the big deal? Students: How fast can I download Brittany? Researchers: Can you show me the way to CERN? Faculty: Will it help? IT Provider: Just another challenge? It is not only individuals that have a need for high speed access to their homes. The members of Internet2, the Universities, have substantial last mile issues. They want to provide access to their networks and resources to students, faculty and staff in their residences. In this way they are similar to large corporations and small businesses who want to reach their employees in their private residences. The last mile is a broad based economic issue.
18
From the Inside Members self-select Members must Be engaged
Commit to deployment of advanced technology
19
Back Outside: Michigan’s Engagement
Minimal but growing More work than resources Lack of convergence of academic and IT visions Value proposition doesn’t address short term issues Lack of clarity about who’s on first
20
Internet2 Organization From the outside
Exclusive club Vision and leadership Technology driven What’s the product? Source of demand not solutions We must view today’s communications infrastructure as a public good which allows communities to compete for jobs, improve education both in terms of content and in terms of access, to train the Internet competent workforce and to eliminate the digital divide between the haves and the have nots.
21
Internet2 as an Organization From the Inside
A vision of future networking Strong leadership Friendly stove pipes Communications but is it responsive? Challenge of deployment
22
Internet2 Members Research Intensive Universities
Teaching and research Universities Corporate Members Affiliate and Sponsored Members:museums, libraries, community colleges, K-12 districts, service organizations Sponsored Abilene participants GigaPoP
23
Turning the Inside Out: Addressing Strategic Concerns
Research Enhancement Information Access Student Convenience Overall Student Experience Cost Containment People Intensity Decision-Making Faculty Time Leveraged
24
What can we do New value proposition focused on strategic uses of technology and addressing a more heterogeneous membership Address the challenge of technology deployment and campus infrastructure improvement
