PURPOSE The purpose of this presentation is to give an update to the Portfolio Committee on Defence and Military Veterans on the status of the DMV Office Accommodation and Interactions with National Department of Public Works. 3

INTRODUCTION The Department of Military Veterans (DMV) has eleven (11) requests for accommodation registered with the National Department of Public Works (NDPW) The requests were given as far back as 5 May 2015. What follows underneath is an update on the progress or lack thereof: 4

DMV HEADQUARTERS (HQ) BUILDING
The lease agreement for the HQ building was signed in February 2014 between the DPW and MMI Group Limited. The lease is still running and will expire in November Arrangement will have to be made pending process of construction of a new permanent DMV HQ. The lease will have to be renewed pending the process of the construction of the new/ permanent DMV HQ. In June 2016 a request was submitted to the DPW to start with the acquisition of the permanent DMV HQ. This was also registered in the User Asset Management Plan Budget Cycle in June 2016. 5

DMV HQ BUILDING ADDITIONAL OFFICE ACCOMMODATION
In 2015 Additional office accommodation has been requested to supplement the current DMV HQ. The building identified is adjacent to the building we currently occupy and is owned by the same landlord. A nominated strategy and a deviation from the procurement process was requested from the Gauteng Regional Office. This would mean that we identify a landlord that is suitable for the Department. The process was halted without an explanation. Meetings were held with the Regional office and Letters of complaint were sent to the NDPW. 6

PROVINCIAL OFFICES Province STATUS Mpumalanga
The lease agreement commenced in March 2016 and will expire in March 2021. North West The lease agreement commenced in June 2016 and will expire in June 2021. Eastern Cape The lease agreement commenced in September 2016 and will expire in September 2021. Northern Cape The DMV has approved the procurement of Edgars building in Kimberly. The lease has been forwarded to NDPW for the DG’s signature. Free State A Preliminary Cost Analysis for 230m² was provided by the Region. The DMV indicated its intention to deviate from the provided square meters. Approval of the new specifications is awaited from NDPW. 7

Province STATUS Western Cape The lease agreement for the Western Cape Provincial office has been sent to the NDPW for DG’s signature in July The Lease has not been signed despite numerous enquiries from DMV and the Region. Limpopo The DMV has encountered a problem with the Regional Office. The Region tested the market in 2016 and it was non-responsive. The matter has been escalated to NDPW and to the Regional Manager. Gauteng (JHB) The tender has been advertised. Evaluations will commence. 8

PROVINCIAL OFFICES Province STATUS Kwazulu-Natal
The Mayor of the City of Ethekwini is willing to provide office accommodation to the Department. DPW indicated that the normal process should still be followed with the accommodation provided by the City taken into consideration during evaluations. DPW has not given feedback on whether the process should start over or continue on the current Preliminary Cost Analysis for Durban. 9

PROVINCIAL OFFICES: CHALLENGES FACED
The first requirements were submitted almost two years ago but only three provinces were procured ie. Mpumalanga, North West and Eastern Cape. The officials of the DPW Regional offices do not process the DMV’s requests with the urgency that is required. No feedback is given on the progress of current procurement. A DG-to-DG meeting has been requested with the NDPW where all DMV Office Accommodation issues will be raised and dealt with. 10

PROCUREMENT OF THE HEALTH AND WELLNESS CENTRE
A request for the Health and Wellness Centre was registered with DPW since 2015 and subsequent meetings with the Regional Office were held. The project was delayed by the changing of Officials within the Regional Office. Meetings were revived last year and the need assessments submitted in March 2016. A specification meeting was held on the 31st of May 2017 to draw up the procurement strategy. The tender was not advertised as documents submitted by the Region to the National office were lost and they had to be re-submitted, as such the advertisement will not be done by this financial year. 11

WAY FOWARD A DG-to-DG meeting will again be pursued where all issues will be raised and dealt with. 12
