2. PNG Country Context & Challenges
PNG a SIDS in the Pacific of 8 million people
600 islands, 800 tribes, 1000 languages
Challenging geography on ‘Pacific Ring of Fire’
Classified low middle income & resource rich
Dispersed cultural ethnicity a big challenge
Championed decentralization to deliver services
Global warming & natural disasters affect a lot
Significant infrastructure gaps and low HDI
Administration & governance challenges – GoPNG recognizes corruption as a big challenge
Despite all its challenges, has upheld its democracy with commitment to remain open & accountable

1. July 2015 – Pacific Games 2. Dec 2016 – FIFA U20 Women’s World Soccer 3. Nov 2018 – APEC Diplomatic Summit PNG believes that the ability to host the above is due to a stable democracy, credible governance and above all a diverse tolerant culture that has a big heart to welcome and share joys of togetherness. PNG believes that it can do even better if it can minimize corruption and enhance governance

8. How the scale up to ACM agencies works?
Awareness creation - posters, ACMs, workshops & media
Data held by DoF IACD Database.
DoF IACD scrutinizes data and records in DBMS.
Cases identified for agencies sent to them for investigation.
Agencies report progress through ACMs.
DoF IACD investigates the cases retained by it.
ACMs monitor the progress of investigations.
DoF IACD feeds the investigation results in DBMS.
Quarterly report submissions to DoF.
DoF IACD provides all necessary support.
The scale up supported by UNDP ACPIS, a joint initiative of AusDFAT and UNDP. Solomon Islands too looking to replicate.
Pilot phase reported 560 cases and the scale up phase from April 2018 reported 280 cases (2,788 texts). Big challenge now is to ensure effective investigations of these at agency levels.
ACPIS funds helped create awareness through 31 ACMs & 15 workshops; this was possible through partnerships with IACD, PCaB, PSC and TI-PNG
This program has shown to be effective in enhancing good governance through citizen participation.

9. GoPNG-DoF efforts from 2014:
ACE Award 2018 & how it helps
The program now needs to concentrate on working with agencies on Actions.
ACE Award will supplement:
IA staff training workshops
Courses on own website
Program staff additions
Support resources for investigations at agencies
Support new Audit Comms to join the program
Strengthen partnerships
GoPNG-DoF efforts from 2014:
Achieved developing the prototype and test it successfully in DoF i.e.
The SMS app stage
UNDP ACPIS funds in 2018:
Helped scale-up to 29 other departments and 14 provinces all of which have functioning ACs i.e.
Awareness Campaigns stage

10. Political will to support open governance
PNG government is committed to support:
Participatory processes evidenced by programs such as the Phones Against Corruption.
Open governance initiatives evidenced by programs such as the Audit Committee Program.
Good governance initiatives evidenced by Ombudsman, Leadership Code, ICAC, Procurement Commission, PEFA, PFMA, PMMR, Cashless etc.
Support decentralization and devolution of power to sub-national governments evidenced by SIP funding and significant investments in key sectors to enhance provincial growth and ability to deliver services to citizens.

11. MDGs, SDGs & Vision 2050
1. Key learning from MDGs experience and global recession: Reduce dependence on extractive industries ; Diversify economy through growth of renewable sectors ; Enable private sector to contribute to sustainable growth; Invest in human development for good governance. 2. Alotau Accord II and MTDP III: Foundation for achieving SDGs by 2030 through decentralization and devolution of power to empower provinces to effectively contribute to GDP and a better quality of life to all our citizens. 3. The above to guide PNG to achieve its Vision 2050: “to be a smart, wise, fair and happy society”. To be achieved by working on the 7 key pillars and 8 critical enablers of Vision 2050 comprising in main of leadership, good governance, human development, citizen participation, public sector performance and accountability. 4. GoPNG realizes that SDG 16 has a cross-cutting linkage to all other SDGs and hence the need for efforts to minimize corruption and enhance good governance practices.
