Subgroup 4: the module on violence
Italy, HEUNI, FRA, UK, Ireland With the contribution of France
2
How to assure safety and privacy in conducting the survey
It was added a part in the manual at the beginning of the module on violence
3
About the interview method: better the self administration?
We think EUROSTAT can’t recommend any solutions. Instead, it is vital to underline the importance that every kind of option will be chosen: - the questionnaire adaptation to the interview mode be very careful; - the interviewer training and recruitment, in case of telephone or face to face interview, be very accurate; - every kind of warnings will be implemented in order to take care of safety and ethical problems.
4
Definition of partner relationship and ex - partner relationship
It was decided to include a filter section regarding respondent’s intimate relationships with definitions. Occasional partners have been excluded from partner’s definition. Violence by an occasional partner should be reported in non partner violence section.
5
About definition About definition on physical and sexual violence, they have been improved. About rape is inserted in the question also some words recalling the non consensual intercourse Introductions, that underline the type of violence asked, have been added About the sexual phisical harassment , a warning underline the focus on this violence
6
About Physical violence
Heuni recommend to ask separately the question examples concerning for instance NPPHVIOFIS at the aim to facilitate respondents’ answers, to be combined the items ex post into one variable Has anyone, for example a …., : slapped you? or thrown something at you? or pushed you? or pulled your hair? or hit you with their fist or with anything else that could hurt you? or kicked you? or beat you up? or choked or burnt you on purpose? or threatened you with or actually used a gun, knife or other weapon against you?
7
Regarding non partner sexual violence
Heuni asks to divide non partner sexual violence other than rape in two questions. The request is correct in order to separate sexual physical harassment from attempted rape. This is a possible formulation, not yet implemented in the questionnaire: In the past five years has any of these persons, attempted to force you into a sexual act you did not want, or attempted to force you into sexual intercourse? In the past five years has any of these persons, touched you sexually or done anything else physical sexually that you did not want? (Please consider everything that includes a sexual physical contact)
8
About the order of the questions:
Don’t change the sequence The subgroup agrees with the main task force members of not changing the sequence order between rape and attempted rape
9
About the follow up questions regarding “when” and “how many times”
In the TF was decided to add these questions after the different questions of sexual violence because they are not probing questions But, Since the two questions regarding sexual violence in a partner relationship are related both to serious event, but they are not so different, it has been chosen to ask separately data for the last 12 months (when and how many times) only after the two non partner sexual violence questions, regarding rape and other violence than rape
10
In order to calculate correct estimates
In order to calculate estimates on physical and sexual violence by type of non partner (family members, someone one at work, friend, unknown people…) and by type of partner (actual o former), questions regarding “who did it” has been inserted after the screening questions too. In particular a question after: the physical non partner violence; the forced sexual intercourse by non partner; the other sexual violence other than rape (attempted or sexual harassment) by non partner the physical partner violence; the sexual partner violence; In the detail section are remained the questions regarding who did it but concerning only the last event for the physical non partner violence, as the other victimization questionnaire does, while for the sexual violence the focus is on the most serious event, as requested by the task force on October 2011.
11
About physical violence at work
It has been decided to address physical violence because of own work. In the detailed questions (who did it) is possible identified if the perpetrator is someone at work, in addition to a colleague or a boss and a subordinate at workplace. Revised also the family member list
12
Heuni underlines how do the interviewers code incidents, which came to the knowledge of the police, but were not reported by the respondent or someone else? This option is already implemented in the questionnaire: (In case of more incident, please consider the most serious/the last,) did you or anyone else report the incident to the police? 1 Yes 2 No 3 Police already know the incident 4 [DK / cannot remember] The alternative is to ask (In case of more incident, please consider the most serious one/the last) did you or anyone else report the incident to the police? 3 [DK / cannot remember] And insert between reasons for not reporting: Police already know the incident
