FULL- SCALE DEVELOPMENT Full-Scale Development Decision 1971 Program Initiation Production Go-ahead CONCEPTUAL EFFORT PRODUCTION/ DEPLOYMENT And the saga continues... But, let us return to the beginning Deputy Secretary of Defense Packard signed the first DoD Directive in This 8 page document created the Defense Systems Acquisition Review Council (DSARC), and required three decision points with one supporting document. Over the next 46 years this “DoD 5000 process” will be revised 19 times. The 5000 documents have been issued as a directive, two directives, a directive and an instruction, a directive and a regulation, a directive an instruction and a manual, and a directive and instruction and a regulation, with combined page count of as little as eight (1971) to as many as 840 (1991). Currently a directive and an instruction with 182 pages total. Phases of the process have ranged from three (1971 to 1977) to four (1977 to 1991 & 1996 to 2000), to five (1991 & 2003 to 2018). The first DoD - level requirements document appeared in 1977, the Mission Element Need Statement (MENS), format and content in DoDI The second DoD - level requirements document appeared in 1991, the Operational Requirements Document (ORD), format and content in DoDI Milestone review information requirements have ranged from as few as one document (1971) to over 50 information requirements (2018). Program initiation has been: Secretary of Defense approval of the one milestone document ( ), and approval of the MENS (1977 to 1981); approval of the JMSNS in the Planning, Programming and Budgeting System (PPBS) (1982 to 1985); and at a milestone: Milestone 0 (1986 to 1990), Milestone I (1991 to 1999), and Milestone B (2000 to 2018). The number of milestones and other decision points have been as few as two ( ) and as many as seven ( ). The Secretary of Defense was the milestone decision authority for major defense acquisition programs from 1971 to From 1991 to February it was the Under Secretary of Defense for Acquisition, Technology & Logistic, now it is the Under Secretary of Defense for Acquisition & Sustainment.
