1st perspective: Blended-learning experts group has to convince an institutional board why Blended-learning and the according programme is of more benefit then classical capacity building
2nd perspective: Board members ask tricky questions and need to be convinced of the Blended-learning approach as a cost-effective and efficient capacity building instrument
