3 CSR 7 Interchange – Error Movements What do you do if a road is not in General Compliance w/EDI Rail standards? Request AAR to investigate Penalties accessed by AAR at: Class I - $500/day Class II - $200/day Class III - $100/day Has this ever been charged?

4 CSR 7 Interchange – Error Movements After interchange, who is responsible for the car, contents, and car hire if the car is rejected? Receiving Road is responsible (EVEN IF CARS ARE REJECTED) until such cars have been returned to the Delivering Road

5 CSR 7 Interchange – Error Movements Prompt interchange shall take place within 24 hrs after arrival or release at interchange except when? a) Embargo or Mechanical Advisory b) Rule 15 applies c) Can not be physically placed upon designated track d) All of the above

7 CSR 7 Interchange – Error Movements What are the Receiving carriers options with respect to an Error Delivery? 1) Return to delivering road 2) Deliver to proper carrier within the same switching district 3) If empty, move to or in direction of the home road in accordance with CSR-2, Special Car Orders, or Directives

8 CSR 7 Interchange – Error Movements For the purposes of this rule, an Error delivery is defined as: For Loaded cars: Delivered to a road not in the waybill route Delivered as Empty For Empty cars: Delivered to a road not in the waybill route Delivered as Loads Waybill is missing, incomplete, or in error with respect to movement instructions Delivered in violation of CSR-2, Special Car Orders, or Directives Delivered to a carrier in switching service, but not ordered by that carrier

9 CSR 8 Advertisements No Advertisements on Freight cars, Passenger cars, or Locomotives including permanent stakes on open-top hoppers Except: While at rest at on Private Tracks Painted on Passenger Cars in special train movements

13 CSR 9 Steamship, Ferry, or Barge Restrictions When can cars of railway ownership be delivered to steamship, ferry, or barge line? For transportation by water between points within the continental US (excluding Alaska) Permission granted by owner filed w/Business Services (SCO-30)

14 CSR 10 - Responsibility for Charges When Necessary for Transfer or Rearrangement of Lading Delivering Road responsible when: 1) Defective equip is not safe to run and/or safe for loading 2) Car not loaded in compliance with Governing Load of Commodities in Open Top Cars 42-Series Circulars Covering Loading of Carload Shipments of Commodities in Closed Cars DOT Regulations for Transportation of Explosives and Other Dangerous Articles by Freight 3) Load becomes a concentrated overload due to shifting of lading en route

15 CSR 10 - Responsibility for Charges When Necessary for Transfer or Rearrangement of Lading Switch or Roadhaul Originating Carrier responsible when: 1) Load exceeds stenciled load limit 2) Overloaded in violation of: Governing Load of Commodities in Open Top Cars 42-Series Circulars Covering Loading of Carload Shipments of Commodities in Closed cars (except when it is a concentrated overload due to shift of lading en route) 3) Cars and/or parts prohibited in interchange per Rule 90

16 CSR 10 - Responsibility for Charges When Necessary for Transfer or Rearrangement of Lading Originating Road Haul Carrier responsible when: 1) Gross weight on rail exceeds published weight restrictions in Railway Line Clearances (RLC) 2) Dimensions of load of open top car exceeds clearances of any road in the routing (per RLC) 3) Closed car will not pass clearances of any road in the routing (per RLC) 4) Cars can not pass the approved 3 rd rail clearances of the AAR (per RLC) 5) Cars can not be handled to destination due to exceeding the approved limit clearances of the AAR (per RLC) 6) Cars loaded in violation of CSR-9

17 CSR 10 - Responsibility for Charges When Necessary for Transfer or Rearrangement of Lading Receiving Road responsible when: 1) Cars have been properly loaded 2) Receiving roads refusal to accept car when accompanied with authority to transfer or adjust lading 3) Cars can not be handled to destination as a result of disability of Receiving road 4) Receiving road desire to transfer to save cost of car hire

18 CSR 11 Weighing of Cars The first road haul carrier is responsible for providing the scale weight or one of the following weighing endorsements: 1) Shippers Weight Agreement 2) Destination Weight Agreement 3) Tariff Authorized Weight 4) Manifest Weight 5) Official Weight 6) Grain Exchange Weight

19 CSR 11 Weighing of Cars What can a can a participating carrier do if originating road does not supply scale weight or one of the six weighing endorsements? Weight the car and bill the originating carrier $75 per car Does this take place? Does $75 cover the costs?
