1 Urban Waste Water Treatment Directive Development of the INSPIRE compliant data model & Mapping of data DGENV – 2014 Benoît Fribourg-blanc, Laurence Guédet & Laure Couvidat Office International de l’Eau

2 Methodology Objective Our methodology
Set out the new model in accordance with INSPIRE as a prerequisite for building the new reporting information system Our methodology Identify changes according to new Inspire data specifications published in December 2013 Mapping exercise between former model and INSPIRE compliant model Identification of outstanding issues Definition of the INSPIRE UML model Creation of a spatial database structure, including new parameters

3 Main sources of information
UWWTD_Datamodel_march2014.xls UWWTD_GIS_reference_v4.pdf INSPIRE Directive: Directive 2007/2/EC of the European Parliament and of the Council of 14 March 2007 COMMISSION REGULATION (EU) No 1253/2013 of 21 October 2013

4 Mapping between the SIIF reporting and the proposed INSPIRE structure
Objectives : Identify where the information exchanged in the current UWWTD reporting is located in the INSPIRE compliant data model Provide practical assistance in further development to convert 2013 UWWTD model based data into the new UWWTD SIIF model with the INSPIRE compliance

5 INSPIRE concept : Management Restriction Or Regulation Zone
UWWTD_Agglomeration INSPIRE concept : Management Restriction Or Regulation Zone INSPIRE definition : “Area managed, restricted or regulated in accordance with a legal requirement related to an environmental policy or a policy or activity that may have an impact on the environment at any level of administration (or used for reporting at international, European, national, regional and local) levels”.

6 UWWTD_Agglomeration Inherited INSPIRE concept
SIIF Class Inherited INSPIRE attributes Constraints on attributes

7 INSPIRE concept : Management Restriction Or Regulation Zone
UWWTD_ReceivingArea INSPIRE concept : Management Restriction Or Regulation Zone INSPIRE definition : “Area managed, restricted or regulated in accordance with a legal requirement related to an environmental policy or a policy or activity that may have an impact on the environment at any level of administration (or used for reporting at international, European, national, regional and local) levels”.

8 UWWTD_ReceivingArea Code list includes “Sensitive area”.
“Less Sensitive Area” and “Normal Area” to be added “Catchment of Sensitive Area” to be added? Subtypes of sensitive areas have to be defined in an homogeneous way (ie A523, A54, A54523, A5854, A58523, A )

9 UWWTD_DischargePoint
INSPIRE concept :  Appurtenance in Water Network INSPIRE definition : “A node object that is described by its type ”. For the water network, the "Water Appurtenance Type Value" codelist with the code “Water Discharge Point” should be used.

10 UWWTD_DischargePoint
The code temporally inactive does not exist in INSPIRE. It has to be added. Link to UWWTP The type of discharge point (UWWTP, collecting system) is not specified in INSPIRE

11 UWWTD_UrbanWasteWaterTreatmentPlant
INSPIRE concept :  Environmental Management Facility INSPIRE definition : “A physical structure designed, built or installed to serve specific functions in relation to environmental material flows, such as waste or waste water flows, or a delimitable area of land or water used to serve such functions.”

12 UWWTD_UrbanWasteWaterTreatmentPlant
Link to the NACE code : ‘E – Sewerage’

13 Mapping between the SIIF reporting and the proposed INSPIRE structure
Example of mapping table : Outstanding point : How the codes extending the code list in INSPIRE will be managed ? Who will be responsible authority ? Linear transformation When the attribute is not filled in the former system or can not be easily found When the attribute is not filled in the former system or can not be easily found

14 Mapping between 2013 report tables and the new SIIF model
UWWTD 2013 REPORT TABLES UWWTD NEW REPORT TABLES

15 Mapping between 2013 report tables and the new SIIF model
Type of mapping : Linear : one former attribute = one SIIF attribute (current situation : change of name, definition, type…) Fusion : two formers attributes = one SIIF attribute Creation or deletion of attribute = no mapping

16 Global UML model for spatial data
WFD Water Body DISCHARGE POINT SENSITIVE AREAS UWWTP AGGLOMERATION UWWTPs AGGLOMERATION

17 Physical spatial database
Creation of a « pseudo-INSPIRE » spatial database

18 Physical spatial database
Choice for attribute name : concatenate the different level of INSPIRE attribute EXCEL MAPPING SPATIAL DATABASE (POSTGIS)

19 Forward looking aspects
Agglomeration could be defined as a zone type (high level) and UWWTD_Agglomeration as a specialised zone type (specialising agglomeration for the purpose of UWWTD). This way other agglomeration could be added. Definitions need to be found: UWWTD_UrbanWasteWaterTreatmentPlant, UWWTD_ReceivingArea, UWWTD_DischargePoint, Normal area Define a proper and homogenous list for GIS file and excel report concerning the subtype of sensitive and receiving areas. In the physical database, the INSPIRE attribute could be also prefixed with “agg”, “uww”, “dcp” or “rca”
