2 CONSISTENT WITH STATE NEEDS AND RESOURCES
Michigan generally not susceptible to catastrophic disasters requiring major mass sheltering and care operations, but could be “host” state Whole community approach to mass care services ARC - preeminent sheltering and mass care agency State partners with ARC and provides support Functional Needs Support Services (FNSS) important Michigan has 1.5 million residents with identified functional needs (15% of state population) Current emphasis on statewide, integrated mass care planning (state-local-tribal), to include evacuation, mass sheltering and care, functional needs populations and FNSS, animal care, and post-incident recovery

3 WHOLE COMMUNITY APPROACH TO MASS CARE AND FNSS
Michigan Citizen-Community Emergency Response Coordinating Council (MCCERCC) State FNSS Workgroup established by MSP/EMHSD in June 2011; generally meets 2-3 times per year State agency, NGO, local-tribal government, advocacy organization, functional needs individual representation FNSS implementation in mass shelter settings MSP/EMHSD staff provides administrative and planning support Deliverable: Local Evacuation and Mass Care Planning Handbook and companion electronic plan development template completed in April 2013

4 INTEGRATED MASS CARE PLANNING
MEMP has detailed state-level Support Plans for Evacuation and Mass Sheltering, Animal Care, and Recovery Local Evacuation and Mass Shelter Planning Handbook and companion plan development template NGOs and FN advocacy organizations are integral parts of the planning process at all levels

5 FUTURE CHALLENGES REGARDING FNPs, FNSS, AND MASS CARE
General sustainability: lack of IA resources and focus: No full-time IA Officer Most state agency EMCs are only part-time EM/HS Lack of planning staff for FNP / FNSS and mass care planning Lack of training staff for FNP / FNSS and mass care training, exercising Lack of staff for shelter ID and inventory maintenance
