6 Non-resident Armed Forces Personnel and their Dependents
Only NC residents for tuition purposes are eligible for financial assistance from state financial aid programs. Exception: NC NBS. Certain non-resident members of the armed forces and their dependents, who do not qualify as NC residents for tuition purposes, are eligible for in-state tuition rates Eligibility does not extend to financial aid programs While non-resident members of the armed forces and their dependents may qualify for the in-state tuition rate, they are not eligible for assistance from the state grant and scholarship programs. Institutions participating in the state grant programs should ensure sufficient controls to permit only NC residents who meet the residency requirements receive state grants and scholarships.

9 North Carolina Community College Grant
Eligibility requirements for the Grant program Be enrolled at least half-time Provides need-based assistance for community college students with EFCs through 8,500 Pell Grant and Lottery Scholarship combined with CCG provide a foundation of $4,781 for students enrolled full-time with EFCs up to 5,000 Students whose EFCs are too high for lottery receive funding according to payment schedule with gradual phase out for EFCs greater than 8,500 Designed to supplement, not replace federal aid Goal is to provide financial assistance to community college students who do not receive sufficient financial aid to fully cover their required educational expenses. Be admitted to a curriculum program and be enrolled for at least six credit hours per semester Be a NC resident Have completed and submitted the FAFSA Qualify for the grants based upon a valid EFC calculation under FM and the program’s “required educational expenses” for attending a NC community college Meet all other eligibility requirements for Federal Pell Grant Recognized “required educational expenses” for a NC resident will be determined annually based upon tuition and fees for fall and spring terms, the estimated cost of books and supplies, and a small travel allowance. Amount may be adjusted to ensure that all eligible applicants receive need based grants.

13 Summer 2019 UNC Need-Based Grant

If the award is made after spring grades are available, award should be made on earned hours

16 North Carolina Need Based Scholarship Veterans and Active Duty Military
In 2018, the General Assembly increased funding for the North Carolina Need Based Scholarship and made it easier for Veterans and active duty military members who are not classified as legal residents of North Carolina to become eligible for the scholarship. Students must meet all other established criteria for the NBS. Veterans may qualify for the NBS without establishing residency for a year as normally required under the laws determining residency if they have: Met the definition of “Veteran” in G.S A as a person who served active duty for not less than 90 days in the Armed Forces, the Commissioned Corps of the U.S. Public Health Service (PHS), or the National Oceanic and Atmospheric Administration and who was discharged or released from such service; Were discharged under conditions other than dishonorable; Have an “abode” in North Carolina; and Provide the school with a letter of intent to establish residency in North Carolina.

17 North Carolina Need Based Scholarship Veterans and Active Duty Military
To document and verify Veteran eligibility, the school will: Obtain a copy of the student’s DD214 (the VA Certifying Official at your school may have a copy) documenting service in the armed forces; or Obtain a PHS Form 1867 Statement of Service for students who served in the Commissioned Corps of the U.S. Public Health Service; or Obtain a NOAA Form for students who served in the National Oceanic and Atmospheric Administration; and Have the student sign a letter of intent to establish residency in North Carolina. Active duty military members may qualify for the NBS without establishing residency if they are: An active duty member of the Armed Forces as defined in G.S (a)(2) (US Air Force, Army, Coast Guard, Marine Corps, Navy, NC National Guard and any reserve component of the foregoing); and Are abiding in North Carolina due to active military service.

18 North Carolina Need Based Scholarship Veterans and Active Duty Military
To document and verify active duty military eligibility, the school will: Obtain a copy of the student’s Permanent Change of Station (PCS) orders, Leave and Earning Statement (LES), or permanent duty assignment documentation; and Verify the student has a North Carolina address.

20 Full-time Plus Goal is to put students on path to graduation by providing an incentive to students to enroll in 30 semester hours each year Effective by NC law for year and thereafter Community College Grant (CC) & Need-Based Scholarship (NBS) payment schedules include enrollment status of 15 or more hours per semester Increased award for 15+ hours UNC Need Based Grant may provide summer funding for certain students who appear to be within reach of 30 hours NBS – Full Time Plus is for traditional full-cost programs only. Grants—30 Hour Incentive Statute currently requires SEAA to implement payment schedules that encourage students to take 30 semester hours/year Effective for the fall 2016 semester and beyond Payment schedules have been published that include a separate payment amount for students enrolled in 15 or more semester hours. UNC will target certain students for summer school aid to keep them on track for graduation.

21 Full-time Plus on the Grant System
The Maximum Award amount shown on Grants Portal is the Full-Time Plus amount. The amount populated in Award/Certification Download files is the Full-Time Plus amount. Full-Time Plus is 15 or more hours on school’s census date Full-Time is 12 – 14 hours on census date Dropped courses (example-15 hours to 12 hours) after census, retain the full- time Plus amount. Students adding courses after the census date (example 12 hours to 15 hours) may be increased to the higher enrollment status.

22 Funding Limits Established for State Programs
Semester limits for state grants Programs affected North Carolina Community College Grant The University of North Carolina Need Based Grant North Carolina Need-Based Scholarship North Carolina Education Lottery Scholarship Limits 6 semesters (FTE) for a two-year degree program (CC program) 10 semesters (FTE) for a four-year degree program 12 semesters (FTE) for a five-year degree program Across all programs: 10 semesters limit (12 semesters for five-year program) Prorated if students are enrolled less than full-time Students can be eligible for full state aid regardless of the 600% Pell limitation. Originally authorized for UNCNBG and the NBS programs for , the limits have been expanded from 9 semesters to 10 for 4 year programs. In addition, the limits were changed for the Lottery Scholarship from 8 semesters to 10 to conform with the other programs. Also, a limit of 6 semesters was imposed on the Community College grant and a statewide limit of 10 semesters for all programs. The SEAA has implemented an incentive grant program to encourage students to complete 15 hours each semester at the direction of the NC legislature.

23 ELS, UNCNBG, CCG and NBS Certification of Student Eligibility

All Program records must be retained by the Approved Institution for a period of five years from the close of the Approved Institution’s fiscal year or until all review findings and audit exceptions have been resolved, whichever is later. Certification for State Grants for Clock Hour Programs Question: For and forward, certain degree programs are now considered clock hour programs for all facets of administering TIV funds (awarding, disbursing, SAP, R2T4. etc.). The applicable regulation is 34 CFR (k) (2). How should schools certify state grants (NC Education Lottery Scholarship, UNC Need Based Grant and NC community College Grant) for students in these clock hour programs? Answer: First, the program must be considered to be TIV eligible for state grants to be available to the students in the program. Secondly, the student is to meet all eligibility requirements, except the EFC requirement, for the federal Pell Grant under the Higher Education Act and applicable federal regulations. Schools would certify the state grant based upon these requirements, which include a half-time, three-quarter time and full-time determination. In simple terms, “do as you would with a Pell Grant”.

Established in 2002 by the General Assembly through the consolidation of several programs Designed to promote diversity on 16 UNC constituent campuses Definition of diversity is broad and is determined by each institution Provide funding for undergraduate and doctoral students Eligibility Must be North Carolina resident for tuition purposes Each campus drafted and submitted a plan to the president of UNC describing the eligibility criteria for their program. 25 NC Forgivable Education Loans for Service (FELS)
Standards-based loan provides financial assistance to qualified students who are committed to working in North Carolina in identified critical employment shortage professions Undergraduate and graduate students Current target employment professions: Priority to upperclassmen who are already admitted to their areas of study in four-year programs Application Deadline: March 1 New for : Applications will be entered into a lottery for award consideration Nursing Allied Health Medicine Teaching Applies to UNC constituent institutions Community colleges Nonprofit postsecondary institutions Postsecondary institutions owned or operated by a hospital authority School of nursing affiliated with a nonprofit postsecondary institution Another public or nonprofit postsecondary institution offering a program of study not otherwise available in NC that is deemed to be eligible under rules promulgated by the Authority Forgivable Education Loans for Service (FELS) Forgivable Education Loans for Service (FELS) are available beginning with the academic year and provide funding for North Carolina students pursuing academic programs in fields identified as critical needs. (see following slides for additional information on fields) Current recipients of the eight programs awarded before July 1, 2012 remain eligible under existing criteria as long as they fulfill the program eligibility requirements All new recipients from academic year forward will be funded under FELS FELS recipients sign a promissory note agreeing to work in NC in their approved fields of study. The terms of the promissory note provide for forgiveness of the loan in exchange for specified employment. Loan recipients who do not fulfill the service obligation must repay their loans in cash Full program details and qualifying disciplines are listed at CFNC.org/FELS. 26 FELS – Student Eligibility Requirements
A recipient must meet the following eligibility criteria to be considered for FELS: Be a legal North Carolina resident and NC resident for tuition purposes. Register with the Selective Service System, if required; Not be in default, or owe a refund under any federal or State loan or grant program. Maintain Satisfactory Academic Progress according to the enrolling policy of the institution. Be willing to work in NC in a designated critical employment field. Enroll for at least six credit hours each semester to qualify for funding. The FELS Program was established by the NC General Assembly to provide assistance to qualified students who are committed to working in NC in designated critical employment shortage professions. Students interested in receiving assistance through the FELS Program should read the loan forgiveness eligibility requirements for the educational programs listed and the Program Rules prior to submitting an application. Students who do not fulfill the service requirements must repay the loan in cash, plus interest that begins to accrue upon disbursement of the loan.

27 FELS – Student Eligibility Requirements
At the time of application, present a cumulative minimum grade point average (GPA) of: 3.00 for graduating high school students (weighted GPA) 2.80 for undergraduate students pursuing an associate or bachelor's degree 3.20 for students pursuing a graduate or professional degree Loan recipients must sign a promissory note Generally, a loan for one academic year (+ interest) will be forgiven for one year of full- time employment in an approved qualified position One loan will be forgiven for two years of part-time employment in an approved qualified position Interest accrues at 8% per year from the date of disbursement Maximum ten year repayment – may be shorter term based on amount borrowed FELS loan recipients must sign a promissory note that will require them to seek loan forgiveness through employment in an approved position or repay the loan in cash. Loan forgiveness is described in the FELS Rules. Generally, a loan for one academic year will be forgiven for one year of full-time employment. Loans will accrue interest at the rate of 8% per year from the date of the loan disbursement. Recipients cannot receive FELS funding concurrently with other state-funded loans.

28 FELS – How Much? Annual Loan Amounts are as follows:
Diploma, Certificate and/or associate degree programs: $3,000 Bachelor's degree program: (freshmen and sophomores) $3,000 Bachelor's degree program: (juniors and seniors) $7,000 Master's degree program: $10,000 Doctoral degree program: $14,000 Maximum Aggregate Loan Limits: Diploma, Certificate and/or associate degree programs: $6,000 Bachelor's degree program: $20,000 Graduate Certificate Programs $20,000 Master's degree program: $20,000 Doctoral degree program: $56,000 Note: Recipients must be enrolled for at least six credit hours each semester to qualify for funding. The award amount will be pro-rated according to number of credit hours.

30 Golden LEAF Scholars Programs
Golden LEAF Foundation provides two scholarship programs Golden LEAF Scholars Program – UNCs and Private Colleges/Universities Rising freshmen and community college transfer students from qualifying counties Golden LEAF Scholarship Program for students attending NC Community Colleges Two Golden LEAF Scholarship programs available One for the public universities and the state’s independent colleges and universities One for the community colleges.

31 Golden LEAF Scholars Program Four-Year Institutions
Eligibility: Be a North Carolina resident for tuition purposes; Be a high school senior enrolling full-time as a first-year student or a currently enrolled community college transfer student enrolling full-time at a participating North Carolina college or university; Have a Pell eligible Expected Family Contribution (EFC) determined by the FAFSA; Have a GPA of no less than 3.0; Be a resident of a rural county that is economically distressed and/or tobacco dependent for at least 10 years. Emphasis on leadership development; program developed by the Center for Creative Leadership Up to $12,000 scholarship over four years ($3000/year) Application opens on CFNC.org first Monday in December with deadline of March 1. Program for Four-Year Institutions is administered by SEAA Designed to assist current high school seniors and NC community college transfer students. Eligibility Applicant must: Be a rising freshmen – High School seniors from qualifying counties are eligible for up to a $12,000 scholarship ($3000 per year for four years) to attend participating colleges and universities or Be a community college transfer student – Students from qualifying counties transferring from a community college to one of the participating four-year institutions are eligible for $3,000 a year for up to three years, depending on the number of credits the students transfer. Be NC resident for tuition purposes Reside in one of 78 qualifying rural counties (listed on CFNC) Demonstrate financial need. Students MUST submit the FAFSA to be considered for this scholarship Value of real property owned by farm families not considered when determining financial need Present a satisfactory record of academic achievement and community service. Extracurricular activities and information provided in a brief essay submitted by the applicant may be considered in selecting recipients. Submit an application online available at A completed application includes the following items submitted between January 1 and March 1, XXXX: The electronic Golden LEAF Scholarship application FAFSA Current high school or community college transcript. All three items are processed through CFNC.org. NOTE for presenters: students who have earned four-year (bachelor) degrees are not eligible for consideration. Approximately 215 scholarships are awarded.

32 Golden LEAF Scholars Program Two-Year Institutions

33 Golden LEAF Scholars Program Two-Year Institutions
Maximum Awards: Curriculum students — $750/semester Occupational Educational Students — $250/semester Grants for less than full-time enrollment will be prorated Funds may be used for tuition, fees, books, supplies; and with special provisions, childcare and transportation expenses. Application procedure Contact the college’s financial aid office for more information on how to apply and deadlines. NOTE: The Golden Leaf Scholarship awarded to a Community College student does not automatically transfer to the four-year school with the student. The student must reapply for the four-year institution scholarship. Authority’s role is limited to providing expertise in the development of the program and disbursing the funds to the recipients or the institution in which they are enrolled Funds are appropriated to the Authority to perform administrative functions necessary to manage and distribute the funds

North Carolina Teaching Fellows Program Forgivable loans for service Administered by UNC System Office, SEAA, and the NC Teaching Fellows Commission Recipients selected and awards made by April 1, 2019 Must attend one of five selected institutions for completion of Program leading to teacher licensure in STEM or special education Elon, Meredith, NC State, UNC-C, UNC-CH Must be full-time Must sign promissory note Amount of loan is up to $4,125 per semester/period of enrollment Eligible students must reside in NC, attend certain education preparation programs at institutions of higher education in NC and be interested in teaching in NC public schools in STEM (science, technology, engineering and mathematics) or special education Requires stringent standard for awarding forgivable loans to students, which must include: (1) grade point averages; (2) performance on relevant career and college readiness assessments; (3) experience, accomplishments, and other criteria demonstrating qualities positively correlated with highly effective teachers, including excellent verbal and communication skills; and (4) demonstrated commitment to serve in stem or special education licensure area in NC public schools

NC Promise Undergraduate tuition reduced to $500/semester (in-state) and $2,500 (out-of-state) at Elizabeth City State University, UNC-Pembroke, Western Carolina University Does not apply to graduate programs Goals: Increase Educational Access, Reduce Student Debt, and Grow North Carolina’s Economy We Promise Fixed Tuition Program Tuition costs will stay the same for NC residents through four years of continuous enrollment at a UNC System University Current students grandfathered. Affects incoming students, including transfers. Fixed tuition rate as long as students graduate in four years. Limits on fee increases and $500 tuition per semester at three campuses. Goal of tuition freeze and 3 percent cap on student fees is predictability.

42 North Carolina National Guard Tuition Assistance (NCTAP)
Personnel eligible for the NCTAP: Are active drilling members of the North Carolina Army and Air National Guard only. Must have a minimum obligation of two years remaining as a member of the Guard from the end of the academic period for which the Grant is provided. Must commit himself or herself to extend membership in the Guard for at least two years from the end of the academic period for which the Grant is provided. Extension forms must be effective, signed and submitted to the NCTAP Manager prior to the end of the current semester, term and/or class(s) for which the benefit is provided. Must be an active drilling member of the NCNG prior to the start date of the semester, term, and /or class(s). Must be in good standing with Guard unit. Enrolled or accepted for enrollment in an Approved Program of Study at an Approved institution. Certified by the Approved Institution as eligible to receive the Grant. Must meet the standards by which the Approved Institution measures a member’s Satisfactory Academic Progress (SAP) toward completion of a program of study for the purposes of determining eligibility for federal financial aid under the Higher Education Act. NC TAP Contact Stacy Steinmetz, Eligibility: Applicant must meet the following eligibility requirements Be an active drilling member of the NC Army or Air National Guard prior to the start of the academic term for which tuition assistance is provided. Members must have a minimum obligation of two years remaining as a member of the NC National Guard from the END of the academic period for which tuition assistance is provided or commit himself or herself to extended membership for at least two additional years from the END of the academic period for which tuition assistance is provided. Be enrolled or accepted for enrollment in an approved program of study at an approved institution. Be meeting the Satisfactory Academic Progress (SAP) requirement at the approved institution.
