16. OUR PROPOSAL
1. THE SPECTRUM MUST NOT BE AUCTIONED AS THE HAVES WILL CONTINUE TO HAVE.
2. THE WOAN MUST BE ESTABLISHED WHEREBY BBI, SENTECH, SITA HAVE 30% CONTROLLING INTEREST, THE BLACK ICT SMMES HAVE 30% CONTROLLING INTEREST AND 40% GOES TO EXISTING OPERATORS.
4. GOVERNMENT, PRIVATE SECTOR AND STATE OWNED ENTITIES MUST ALLOW THE WOAN TO USE ITS INFRASTRUCTURE.
5. PBICT WILL CO-ORDINATE A TELECOMMUNICATIONS INDABA WHERE ALL INDUSTRY STAKEHOLDERS GATHER AND COME OUT WITH ONE DETAILED IMPLEMENTATION PLAN WHICH ADDRESSES BOTH THE CONCERNS OF THE LEFT AND THE RIGHT.

3 EVERY HIGH SCHOOL OPERATING AS A SCHOOL DURING SCHOOLING HOURS AND DIGITAL UNIVERSITY AT NIGHT AND PRIMARY SCHOOLS OFFERING FREE ONLINE TRAINING.
4. MINDSET SHIFT TOWARDS A GOVERNMENT THAT DELIVERS USING THE 3 SPHERES OF GOVERNMENT AND BLACK SMMES ON SA CONNECT AND IOT.
