OUR PROPOSAL 1. THE SPECTRUM MUST NOT BE AUCTIONED AS THE HAVES WILL CONTINUE TO HAVE. 2. THE WOAN MUST BE ESTABLISHED WHEREBY BBI, SENTECH, SITA HAVE 30% CONTROLLING INTEREST, THE BLACK ICT SMMES HAVE 30% CONTROLLING INTEREST AND 40% GOES TO EXISTING OPERATORS. 4. GOVERNMENT, PRIVATE SECTOR AND STATE OWNED ENTITIES MUST ALLOW THE WOAN TO USE ITS INFRASTRUCTURE. 5. PBICT WILL CO-ORDINATE A TELECOMMUNICATIONS INDABA WHERE ALL INDUSTRY STAKEHOLDERS GATHER AND COME OUT WITH ONE DETAILED IMPLEMENTATION PLAN WHICH ADDRESSES BOTH THE CONCERNS OF THE LEFT AND THE RIGHT.

1. HOST OF OPTIONS EVAILABLE TO THE PEOPLE VIA VARIOUS PLATFORMS AND PROVIDERS NOT JUST THE HAND FULL. 2. BLACK OWNED NETWORKS AND ISP’S WITH OPEN LABS AVAILABLE IN EVERY CORNER. 3 EVERY HIGH SCHOOL OPERATING AS A SCHOOL DURING SCHOOLING HOURS AND DIGITAL UNIVERSITY AT NIGHT AND PRIMARY SCHOOLS OFFERING FREE ONLINE TRAINING. 4. MINDSET SHIFT TOWARDS A GOVERNMENT THAT DELIVERS USING THE 3 SPHERES OF GOVERNMENT AND BLACK SMMES ON SA CONNECT AND IOT. 5. UNRESTRICTED ACCESS TO THE SECTOR BY BLACK PEOPLE AND REMOVAL OF ANY AND EVERY GATE KEEPING TENDENCIES. 6. REGIONAL BASED PROVIDERS
