7. Public-private partnership for data acquisition and sharing, a realistic option ?
Some observations:
Focus on usage areas
More than on thematic data layers
Beneficial to set clear definitions of data content and applications / use
define the usage and requirements both from industry and public
ex. Unlike its predecessor, SEAPOP has a defined use in industry ERA (data format and adaption)
More specialized databases instead of bigger, more generic ones
but with data input/output via standards
easier for industry to see benefit and to contribute
Work towards common industry associations – not single players
Avoid «competitive advantage» data content, Industry will not contribute
Data owners – publication rights
Limited in time
Focus on mutual benefit
Access to more data than your own
no hidden data – reduce uncertainty towards best available data
Make it available to public / research (available = downloadable) – Societal benefit
