6 Official statistics are not just for policy-makers
Key ideas: (2) users Official statistics are not just for policy-makers In an open, democratic society, the ESS organisations need to have a dissemination strategy designed to deliver the same information both to the policy-makers and to the EU citizens who are affected by these policies, so that they can participate fully in the debate about these policies, and form their own judgement on progress in their implementation Dissemination Working Group

8 ESS strategy: basic aims
to support the ESS in serving the needs of users; to establish the organisations which make up the ESS as the definitive reference for official statistics in the European area, where the participation in the ESS is recognised as assuring the highest standards for easy access to high quality statistical information; to assure and further improve the quality of the dissemination products delivered to users by ESS organisations, building on the basic principles set out in the Code of Practice Dissemination Working Group

20 Some key actions (1) Ensure free access to statistics
NSIs and Eurostat review their policies, make adjustments and document exceptions. Common policy on copyright and licencing for data NSIs and Eurostat would adopt a common wording for copyright and licencing, which would allow free use of data and metadata (subject to specified exceptions), including re-use for commercial purposes. 21 Some key actions (2) Common main data releases ESS release calendar
For an agreed set of important regular indicators, NSIs and Eurostat publish the indicators on the same dates, and to highlight in their releases an agreed "European" version of the indicator. 22 Some key actions (3) Products for mobile devices
NSIs and Eurostat collaborate on the development of products for mobile devices (for example, smartphones). Improved access to geocoded data NSIs would make it possible for users to access all their geocoded datasets in appropriate re-usable formats, either by manual download or through services which facilitate automated access.
