How can Beacon Compression Help Fast Roaming?
If we now understand we are in an ESS, not just a BSS, we can use the neighborhood information contained in the site report to;
Narrow the search for a potentially new BSS
Use Ancillary information to obtain some of the dynamic information (i.e. signal Strength)

If we see a packet with a source address of a targeted BSSID we know:
The Information in the Site Report is valid for the BSSID.
Signal Strength
If Spectrum Management or Multi Domain Capabilities are present
If the ESS bit is set in the Site Report then Spectrum management is the same as the current BSS.
While it’s not OK to transmit until a Beacon, or possibly Domain Signal Packet has been received, the signal strength of the device with the targeted BSSID is still useful.
A Channel switch will not occur until the TBTT of the Neighbor BSS.

Conclusion
Using the BSSID and ESS bit in the Site Report in the ways described in this presentation allows a STA to passively and quickly determine important variables needed to make a roam decision.
