1 The climate change in the coastal zone
by Per Sørensen, Danish Coastal Authority 1 1

Skagen

4 Coastal tension Land Sea Infrastructur
Vi har jo bare zone hvor land og vand mødes. Stiger vandet går det vel ikke noget? Spændingsfeltet opstår fordi mennesker og infrastruktur også er der.

8 Principles of the Coastal Protection Act (DCA)
Need for coastal protection Financial considerations Technical and environmental quality Preserving the coastal landscape Natural development of the nature Recreational use of the coastal area Ensuring public access to the coastal area Coastal protection strategy 2011 Need for coastal protection Risk of flooding Risk of destruction of real property because of erosion of land Means risk of destruction of buildings or infrastructure within a horizon of 25 years Financial considerations What needs protection must be of a certain value The costs of establishing and maintaining the coastal protection must be balanced with the values protected Technical and environmental quality Coastal protection must be balanced with the need. Balance in the dimensions. Balance in size as well as chosen method. Preserving the coastal landscape Include regards to the nature protection act, for dune and beach preservation lines Visual factors – what does it look like? Natural development of the nature Try to obtain a natural development of the coast line. Allow dynamic processes on the coast Recreational use of the coastal area It must still be possible to stay at the beach, go swimming, carry out different activities (playing…) Ensuring public access to the coastal area According to the nature protection act there is public access to the coast and the beaches

9 Consulting with other authorities and their strategy
The Heritage Agency of Denmark Municipalities The Danish Coastal Authority consult with other authorities. Coordination of areas that are also governed by other authorities Which acts take precedence where numerous acts has jurisdiction Typically no superior act: Beach protection line according to the nature protection act versus the need for coastal protection Must be granted exemption from the beach protection line as well as permission according to the coastal protection act. Both are needed or the coastal protection project cannot be carried out. Theory: Different decisions from two different authorities. MInistry of Food, Agriculture and Firsheries The Danish Directoratet of Fisheries Environment Centres

10 Coastal protection strategy Hjørring municipality
12/18/09 Coastal protection strategy Hjørring municipality Based on City Council goals for the coast nature must have room to maintain the natural conditions in coastal areas as far as possible in order to ensure a diverse coastal landscape and a varied flora and fauna. This means that the municipality as a basis to oppose the creation of new permanent coastal protection systems beyond what is considered necessary for the protection of coastal projection by Lønstrup

11 Erosion, planlægning og levetid af infrastruktur
2040 2080 Coastal strategy Furreby ? Year 0-20 Year 20-50 Year Coastal protection can be done. Hard protection can be alowed where houses are endangered in year 0. Hard protection are removed and only sand nourishment can be allowed. Herby can newer houses in year 0 still reach their lifetime. No permit for coastal protectin because the lifetime of houses are passed.

12 How to deside when and how to adapt
