Do We Have Enough ? “Enough” is subjective and relative to impact tolerated: Enough for whom …. public (consumption), public (irrigation), public (recreation), industry, agriculture, ecosystems, Zero sum game – withdrawals come from somewhere: spring flows, flows to sea, evapotranspiration and storage (e.g., lakes, wetlands) Subject to constraints: volume of freshwater and salinization (threat offshore or below) those set by us – Minimum Flows and Levels (threat to surface environment) Moving target – changing population and land use; specter of climate change
