Background Policies Allocated
This chart provides an overview of the total allocation of IPv4 address space. “Other orgs” were addresses allocated by the InterNIC before the RIRs existed. They were given out in a classful manner before CIDR was invented. It is remarkable to see that over the last 10 years that the RIRs have existed, only 14% of the address space has been used up. In total, 30% of the Ipv4 space is still available for allocation. (The “special purpose” address space is multicast, private address space, loopback etc.) References: IANA website with overview of total IPv4 address space:

Approx 36% of all allocated address space is not advertised Total of 42.4 /8 blocks Majority is historical RFC2050 provisions for unrouted addresses ISP are assumed to be connected to the Internet and to route address space allocated Assignments to organisations *can* be made if there is no alternative (Section 3.0 a)

Operational Steps 1 - 3 1. Obtain list of top level parent blocks
2. Consult RIS to determine if routed 3. Notify resource holders of intent to reclaim

Resource holder agrees to return address range to free pool Address records will be marked as “reclaimed” Response B Resource holder does not agree to return address range Address records updated as necessary Response C No response Address range remains on list for later action

Operational Steps 5 - 7 5. Once all blocks complete pause for 2 months repeat steps 2-4 6. After 12 months put ‘no response’ addresses in ‘reclaimed’ pool 7. Develop evaluation and monitoring plan of ‘used’ status of all APNIC address space

NIR Considerations The NIRs may choose to implement this policy, according to local needs for networks in their economies Timeframe determined by NIR Assistance from the NIRs would be very appreciated in contacting holders of historical address blocks
