Neighbourhood Plans in Preparation

Why do we need a Neighbourhood Planning Protocol?
Statutory responsibility to ‘advise and assist’ from July 2018 Update SCI – include what support offered Published advice to SGC neighbourhood planning webpages Replaces previous core standard

What is the protocol - Our offer to ‘advise and assist’
(a) Point of contact for communities undertaking NPs (b) Ensure ‘conformity’ between the NP and the Local Plan or other relevant plans and strategies (c) Complete Screening Assessments and or Scoping Opinions for SEA/HRA and confirm whether full environmental assessment or other evidence required (d) Complete the HRA if one is required (e) Consider other reasonable requests for support (f) Publicise the submission plan and other relevant documentation for six week consultation upon submission to the council from the relevant body (g) Organise and pay for the Examination and Referendum (h) Adopt / Make NPs

Statutory responsibilities required to do at each plan stage:
Designate Neighbourhood Area On-going engagement – support, e.g. Assess need for SEA or HRA. Carry out HRA, if required Regulation 14: Confirm Draft Plan in conformity with SGC strategic policies / no major conflicts….. Regulation 16: Publicise and comment on the Submission Plan and other documentation Regulation 17: Appoint examiner for examination with the relevant body Regulation 18: Consider Examiner’s Report and provide ‘Decision Statement’ Referendum: Arrange & pay for referendum Regulation 19/20: Make/Adopt Plan
