What was going on… “There is now sitting in this city a grand convention, who are to form some new system of government or mend the old one. I suppose it is a body of great consequence, as they say it depends entirely upon their pleasure whether we shall in the future have a strong government…”

#1 Fear! Too strong of a government, reminded the Americans of Britain! So the American government decided to create 3 parts to “check” & “balance” each other out.

The Legislative branch
What they do: Create & Pass the laws

What they do: Carries out the laws
The Executive Branch What they do: Carries out the laws Who: President!

The Judicial branch What they do: Decides if the laws are carried out fairly (the system of courts) Who: Supreme Court!

Disagreement Both sides couldn’t agree if big and small states should have the same amount of power, so they came to a: Compromise- a settlement where both sides agree to give up some of their demands

The Great Compromise Legislature (people who make laws) had an Upper and Lower house
Lower Legislature House of Representatives chosen according to population Upper House Senate, each state gets 2. (IL: Durbin & Kirk)

The Constitution becomes official: 1789-1790

It includes a Bill of Rights, 1791 (follow on page 240)
First 10 Amendments, out of 27 total 1st Amend: Guarantees freedom of speech, religion, press, assembly, petition. 1.

2nd: Right to bear arms (guns)

3rd: No Quartering Acts 3

4th: No unreasonable searches/seizures of land
