Urban Waste Water Treatment Directive UWWTD SIIF national dissemination system Collecting User needs form the 3 Pilot Member States Progress report and intermediate outcomes DGENV – 2014 Benoît Fribourg-blanc & Laurence Guédet Office International de l’Eau
2
Methodology Objective Our methodology
In order to build UWWTD SIIF national dissemination system OIEau collected user needs from the 3 Pilot MS : Lithuania, Slovenia and Cyprus Our methodology Writing the functional specifications of the future UWWTD SIIF national, in order to visualize and exchange of information with the EEA, as one base for discussion Send to the 3 pilot MS those specifications Collect their feedbacks through s and web conferences

Progress report - Feedbacks from Lithuania
The meeting took place on March, 21st, 2014 Overall situation In Lithuania, UWWTD reporting is all covered by a single institute including geographical information. A new system "AIVIKS“, is under development. Data collecting With the new system the data is being collected from paper forms, it will finalised by end of 2014 or early The data reported in Q2013 will be for year 2011. Reporting data The functionality is not assigned and it would require technical guidance Data visualization With the system "AIVIKS" : Possibility of data visualization: it offers visualisation of water quality stations At the moment this system is not in open access (under development)

Progress report - Feedbacks from Lithuania
5
Intermediate outcomes from Lithuania
The "AIVIKS" system would be the Lithuanian national SIIF node for the data visualization part. For the actual data reporting, the web services module could be used and set up aside the “AIVIKS” If the UWWTD data is stored under the INSPIRE model If the storing database is compatible with WFS

Progress report - Feedbacks from Slovenia
The meeting took place on March, 24th, 2014 Overall situation A specification document is being written to be used for a tender to an IT company to develop the new data collection system on UWWTD data. From May to September the IT company will finalize the document and from October to the end of December Slovenia will have the tender for the select the IT company which will create Information system. Collecting system should be fully operational by the end of 2015. Data collecting This new system will include data collection from local level to data gathering at central level Reporting data This issue has not been tackled Data visualization Dynamic maps : Wish from Slovenia to add additional data from EU funds database (cohesion and regional funds). Dynamic map and Information “Fiche” : Suggestion to have ‘’Fiche’’ for a single house (linked to sewage system) Web portal : Additional available information : finance sources (Cohesion, regional funds,...) - Article 17.
7
Intermediate outcomes from Slovenia
The new Slovenia “UWWTD data” collecting system, being specified at the moment, could be linked directly to or used to feed, through data exports, the UWWTD SIIF national dissemination system as described by OIEau. For : data reporting and data visualization
8
Progress report - Feedback from Cyprus
The meeting took place on April, 24th, 2014 Overall situation Cyprus at the moment does not have a collecting or visualization system for UWWTD data. Data collecting The tool specified by OIEau will run from the consolidated national dataset. Sub datasets won’t be taken into account and the tool won’t consolidate datasets provided by sub-national producers. Reporting data Awaiting comment from Cyprus. Data visualization Awaiting comments from Cyprus
9
Intermediate outcomes from Cyprus
Cyprus would be interested by the system specified by OIEau, and they will send OIEau more comments, need specifications and remarks on the tools.
10
The system will be available in modules :
Synthesis OIEau detailed the UWWTD SIIF national dissemination system specifications in order to take into account the 3 pilot MS needs. The system will be available in modules : The web portal for data collecting and visualisation The web services for data reporting will then be available as a stand alone module for pilot MS which are already building a UWWTD data web portal. OIEau will then describe more thoroughly the dataset structure in order for the web services to report data within the INSPIRE model.
