3 Warm-Up Friday, October 17
Describe the centers of power in the Mexican Government in the late 1820’s. What does separation of church and state mean in the U.S.? How does this affect relations between settlers in Texas and the Mexican government? What was in the Mier y Teran Report?

4 Chapter 6 Section 1 In the 1820s, Americans were moving west. Mexico feared that the United States would try to take Texas. Attacks by the filibusters made that fear grow. Some Americans thought that Mexico did not want Texas.

5 These problems pointed out that few Mexicans lived there.
Chapter 6 Section 1 These problems pointed out that few Mexicans lived there.

6 The American minister to Mexico tried to buy the area.
Chapter 6 Section 1 The American minister to Mexico tried to buy the area. A minister represents one country to another country. Mexico refused to sell Texas, though. Still, Mexico had a problem in Texas.

7 Chapter 6 Section 1 Americans who moved to colonies in Texas held beliefs that went against how things were done in Mexico: They thought civilians should lead the country. Civilians are people who are not in the armed forces. In Mexico, though, the military had a lot of power.

8 Chapter 6 Section 1 Settlers thought that church leaders should not be involved in the government. In Mexico, leaders of the Catholic Church could be part of the government. The settlers wanted self-government, giving people an active role in making laws and decisions. In Mexico, common people had little power.

9 Chapter 6 Section 1 Some Americans in Texas held slaves. Mexico had a law against slavery. Austin convinced Mexico’s leaders to allow slaves. Still, many Americans feared that their slaves would be taken from them.

10 Chapter 6 Section 1 The Americans who settled in Texas— called Anglos—lived like Americans: They spoke English. They did not worship as Catholics. They had little to do with the government of Mexico. Sooner or later, this would cause problems.

13 Chapter 6 Section 2 Still, this event worried the leaders of Mexico. They sent General Don Manuel Mier y Terán to report on what he saw in Texas.

14 Chapter 6 Section 2 What Mier y Terán saw worried him. The American settlers had no respect for Mexico.

15 Chapter 6 Section 2 Mier y Terán feared they might revolt. He suggested taking three steps: putting more troops in Texas bringing in more settlers from other countries building up trade between Texas and Mexico.

16 Mexico’s leaders took some steps:
Chapter 6 Section 2 Mexico’s leaders took some steps: First, they ended slavery. They hoped this would cut the number of Americans moving to Texas.

17 This law angered many Texans.
Chapter 6 Section 2 Second, they passed Law of April 6, 1830. This law ended most empresario contracts. It also outlawed bringing slaves into Texas. The law also put a high tax on American goods that Texans bought. That way they would buy more goods from Mexico. This law angered many Texans.

18 Chapter 6 Section 2 Third, they sent more troops.
They built five new garrisons, or military posts. At the same time, Mexico was having problems. Different groups were fighting to win control of the government. Army leaders then took over, hoping to make the country more stable.
