6 Europe’s skills in 2020? On the right track: But:
more Europeans have high and medium qualifications younger Europeans more qualified than ever But: more adults will need to broaden or upgrade their skills 77 million low-skilled but still only about 10% of adults participate in lifelong learning

Expand cooperation with all relevant actors: comprehensive and complementary education and training, employment, social and economic policies cooperate closely to put common European objectives, policies, principles and tools into practice Dialogue and joint forces of institutions and social partners
