Additional Scope Changes Identified During Analysis
Issues were identified during detailed analysis that need to be addressed with the introduction of a DM Elective Service that were not identified as part of the original scope: Issues with the Transfer Read Process – No concept of a transfer read currently within the DM regime resulting in new requirements for the DM Elective Service Performance Enhancements to UK Link Readings Screen. UK Link Ancillary Change – RPA Message Enhancements Primarily changes to RPA Messages are required to ensure: They are clear to Shippers and DM Service Providers and consistent with UK Link Standards. The creation of new rejection codes as a result of the DM Elective Service. The reason for rejections in the existing RPA file are clear and warning messages are suppressed. The costs associated with the above issues were not accounted for during the ROM analysis and this is the reason for deviation from the estimated costs provided as part of the ROM.

UK Link Committee Discussion
File formats published in UK Link summary (05/03/09) approved by UK Link Committee. xoserve asked to note that Shippers may not be aware that a site was previously DME. UK Link Committee felt that required notice to incoming Shipper was required due to impacts upon the transfer read process i.e. Shipper would have to load a replacement read to override the system generated estimate loaded on D. Incoming Shipper would receive an MBR file on D detailing the system generated estimate read. xoserve to consider solution option to inform incoming Shipper of sites previous configuration where a site was DM Elective.
