1. The US tried to remain neutral regarding events in Europe.
The French Revolution began. The results were a new French government. The new French government became involved in a war with Britain and wanted the United States to join. They wanted to use American privateers to attack. But Washington declined and made a neutrality proclamation – April 2, (before French asked to use privateers) Washington’s Neutrality Proclamation was criticized because people felt that it wasn’t his power as a President. Congress had the power to declare or not declare war. Many people (including Jefferson) were angry that we were not helping France, who helped us in the Revolution. They thought Washington was a traitor of the Revolution. Hamilton wanted to join sides with Britain because Britain was the most powerful trading nation of the time and we needed to strengthen our relationship with them. Jay’s Treaty – with Britain – settled disputes from early 1790s. In the Northwest the British were helping Indians fight Americans. The British still held on to forts on American soil. . British were attacking American ships. Results: Britain paid for damages and stopped helping Indians. America paid their debts. Neither side wanted a war. Pickney’s Treaty. Why did it happen? The Spanish closed the port of New Orleans. – Mississippi River Settled the border and dispute with Spain. Results: opened the port of New Orleans. Border moves to 31 degrees north latitude. Spain agreed because they were afraid of an alliance between America and Britain.

2. The US and Native Americans came into conflict in the NW Territory.
The native Americans were protesting the settlers. The Americans kept settling on Indian lands in the NW territory, so a Miami chief, Little Turtle, leads attacks against settlers. Washington sends General Wayne to fight off the Native Americans. They win the Battle of Fallen Timbers. Results: Treaty of Greenville – gave US claims to Indian lands in NW territory and safety for Americans. In return Indians got $20,000 in goods and acknoledgement of Indian lands outside of the NW territory.

3. Whiskey’s Rebellion tested Washington’s administration.
Farmers rebelled because of excessive taxation, like in Revolutionary war, Sons of Liberty. The farmers didn’t have enough money to pay the tax on whiskey. They made the whiskey. It made their businesses go bad. Already mad at the feds because no protection from natives. Washington marches and settles the affair without violence, but also shows the authority of the central government.
