Transferability from Title IV-A to IIA: Amending Title IIA Application

I am Michael Courtney, Title IIA and Title IVB Specialist. I will be your host this morning for this webinar. With me this morning is Carol Sylvester. There’s been a lot of interest this year in Transferability, especially in moving funds from the new Title IV-A program into Title IIA. While there are other programs that allow Transferability, we will be focusing today specifically on the IV-A to IIA transfer since that is by far the most common process that we’ve seen thus far. Transferability Basics
Allows funds to be moved among certain federal programs Once funds are moved, they may not be moved again New project code is established in OMEGA for transferred funds Must go through approval process before funds become available

Step 1: Initiate Transferability Request
The approval process begins by initiating a transferability request. Many of you have already done this part. For those who have not but would like to, Dawn Dill is the lead specialist for Title IV, Part A. Send her an letting her know you would like to transfer your Title IVA funds. Dawn will you the form as well as provide additional details on the approval process.

Expenditure of Funds Title II, Part A spending guidelines apply
Reimbursement requests must match application Ensure value of services for private schools is adjusted properly (if applicable) Once funds are transferred, the Title IIA guidelines for expending the funds apply. Even though funds are being transferred to Title II, Part A, you will identify how the Title IV, Part A funds will be expended with in the application. Reimbursement requests must match the application. Divisions with private schools will need to adjust the application to reflect the additional value of services. Meaningful consultation should occur with the private schools to determine how funds will be used.

Step 2: Amend Program Applications
As I take you through the process, it is going to seem that I am working backwards through the application. I will begin in the middle of the application with the transferability tab. The Narrative & Detail Budget tab will be the last one to be completed. Please note that the process I am using is only a recommendation. You will have to complete each of the section I cover but you can do them in the order that makes the most sense for you.

Transferability Tab Prior to amending the application, we recommend that you know how the funds will be allocated by object code and the amount of funds currently allocated to the private schools. The allocation to the private schools will change when the Title IVA funds are added to the application. You will need to know the difference between the original allocation and the new allocation to determine the Title IV portion for private schools. After receiving the approval to transfer funds, the first step in amending the application is completing the Transferability tab. Enter the total amount being transferred and distribute the funds across the object codes based upon how the funds will be expended. Verify that you have a “Yes” at the bottom of this page. We do not know the amount allocated for private schools yet. We will come back and fix that later.

Please remember to indicate the amendment you are making on the Revisions and Amendments page of the application.

Next, you will enter the total amount being transferred into the allocation table in the Narrative & Detail Budget tab. Note the that cell that is labeled “Transferability (funds transferred to Title I, Part A).” The cell has traditionally been intended to be used when transferring funds out of Title II, Part A into Title I, Part A. which means it subtracts funds from the division’s allocation. However, we will need to use this same cell for transferring funds into Title II, Part A. Since this year’s application currently does not have a cell for funds being transferred in, in order to add the Title IVA funds to your allocation, a negative number will be entered here. (This will be rectified in the 2018 application.) But for now, please realize that a formula in the Summary Budget tab will use the Total Allocation Available for Title II, Part A table to indicate if the budget is balanced. Be sure that that total amount has increased and not decreased.

Summary Budget tab We then recommend that you add the allocations as they are distributed in the Transferability tab to the Summary Budget tab. By entering the amounts here first, you will get the private school adjustment and can then revise this page accordingly. The total allocation will be automatically updated from the Narrative & Detail Budget tab.

Summary Budget tab Be sure that you have a red “yes” at the bottom of the Summary Budget page.

Private School tab As previously stated, prior to entering the Title IV, Part A funds in the Summary Budget tab, make note of the value of services for private schools. After entering the transferred funds on the Summary Budget tab, go to the private school page to determine the increase in funds allocated for private schools. This is the additional value of services from the transferred Title IVA funds that must go to the private schools.

Transferability Tab Return to the transferability tab. Determine the value of services by subtracting the Title IIA total from the new total allocation. Enter the amount in the Private School Set-Aside field under the object code as determined how the funds will be spent through meaningful consultation. Verify there is “Yes” at the bottom of the page.

Summary Budget tab Adjust the Summary Budget tab accordingly. Increase private school set-aside and decrease division allocation by the Title IVA value of services

Narrative & Detail Budget tab
Now you will detail how the funds will be spent in the Narrative & Detail Budget tab. Allocate funds in the object codes to align with the Transferability tab. Title IVA funds should be entered on a blank line and a note added that they are Title IVA Transferability funds as in the example on this slide.

For private schools, follow the same procedures just described for the division as seen in the example. DO NOT add them into the Private School Set-aside line which is for the Title IIA allocation. Instead, add a new line to describe that they are for the private school set-aside from Title IV Transferability funds. Verify that the application has a “Yes” on line 208.

Enter in the amounts for each object code in the detail budget. Add the note “Title IVA Transferability funds” in parentheses beside each item.

The federal funds will remain as Title IV funds but will have a new Title II, Part A project code assigned to them. 00000 – Virginia Public Schools
