Main objectives of GEOSTAT 1B
Developing guidelines for datasets and methods for linking census 2010/2011 statistics to a common harmonised grid Building on the network, partnerships and work of the EFGS and the Geostat 1A project Assist National Statistical Institutes (NSI) to link statistics to the geography Provide easy and barrier-free dissemination of data and handle licensing matters Develop case studies showing the potential of geostatistics Having a maintenance plan for data and proposal of sustainable organisation GISCO - WORKING PARTY MEETING, 18th and 19th of March 2014

Were the objectives fulfilled?
Guidelines for datasets and methods were produced for linking census 2010/2011 statistics to a common harmonised grid The Geostat 1A project partners continued, except for the NSIs of Austria , France and Poland The NSIs of Bulgaria and Czech Republic joined GEOSTAT 1B and started to produce grid statistics EFGS Open License Template was developed: A standard for NSIs to be used when publishing data with no user restriction A series of case studies was produced showing the advantages of grids The project partners have declared their interest in producing GEOSTAT-2016 grid The a future plan for EFGS has been drafted with possible financing mechanism for EFGS.info and EFGS Conference-2014 GISCO - WORKING PARTY MEETING, 18th and 19th of March 2014

Deliverables A series of deliverables have been produced in order to fulfill the objectives. This will be presented in the following slides: The final technical report as an overview of project results for assisting NSIs to link statistics to the geography Production procedures for the aggregation and hybrid methods including guidelines for datasets and methods for linking census 2010/2011 statistics to a common harmonised grid A series of case studies showing the potential of geostatistics GISCO - WORKING PARTY MEETING, 18th and 19th of March 2014

The hybrid method manual was finalised late 2013 based on the experience of Statistics Bulgaria. Stepwise approach also including the aggregation method This reference material will be a part in the ESTP course, 2014 GISCO - WORKING PARTY MEETING, 18th and 19th of March 2014

Case study: Access to Emergency Hospitals
Aim: demonstrate the advantages of grid statistics analyse the disadvantages of confidentiality thresholds and consequently suppression of grid cells analyse the population’s geographical access to emergency hospitals divided by age-groups and sex Results: Demonstrates the advantages of grid based statistics compared to administrative boundaries for spatial analyses This case study can potentially complement The European Core Health Indicators (ECHI) indicator 80: Equity of access to health care services Grids give a more correct result of the population distribution, but introducing confidentiality thresholds and consequently suppression of grid cells below these thresholds may result in the loss of advantages for grid statistics GISCO - WORKING PARTY MEETING, 18th and 19th of March 2014

Case study: Vegetation change detection for NSIs
New satellite data from 2015 (Sentinel-2) will allow European NSIs to access frequent earth observations can potentially be an important source for keeping registers updated, e.g. building register and land use data This case study tried to explore the possibilities for using frequent earth observations in combination with building register and land use data for detecting vegetation change in green urban areas provides promising results: Even with low resolution it was possible to follow changes in vegetation in various land use categories Large scale construction works were also possible to detect. Imagery with better resolution will make this approach even more relevant However, the stepwise methodology is applicable and promising for the years to come GISCO - WORKING PARTY MEETING, 18th and 19th of March 2014

16 NSIs have so far used the guidelines for producing grids into a harmonised European grid 8 NSIs have used the guidelines for producing grids with population break-downs 10 NSIs have completed the quality assurance templates Only 4 NSIs have filled in the Open License Template, but nearly all NSIs have declared Open license rights to their population data GISCO - WORKING PARTY MEETING, 18th and 19th of March 2014

Great interest in case studies voiced from GISCO workshop participants Domino effect: Training material and regional outreach through the EFGS Conferences in Prague and Sofia resulted in greater interest in contributing to the GEOSTAT grid Global interest: GEOSTAT 1B’s Final report recognized by the UN Statistics Division as valuable and timely for the Expert Group’s (Integration of Statistical and Geospatial Information) discussions regarding grid based vs adm. approach GISCO - WORKING PARTY MEETING, 18th and 19th of March 2014
