Necessity for Reviewing (1) -- Circumstances Surrounding the TTC --
- The ITU-T-oriented committee configuration of the TCC does not match the recent external situations. - The TTC has started to work mainly on the IP technology and in more diverse fields. - The TTC should reinforce its organization for cooperating with outside organizations (such as the GSC). - Increasing number of instances in which, in addition to a two-level structure of Technical Committees and Working Groups, an SWG is set up to carry out standardization (resulting in three-level hierarchy). TTA-ARIB/TTC-CCSA Meeting June 2002

Approach to Reviewing - Extensively review the way Technical Committees and other groups are organized. - Organize Technical Committees and other groups in such a way that they can swiftly catch up with changing times. -- Top-down functions -- Simple hierarchical structures - Allow for committee activities linked with those of the GSC, NGN, and others. - Abolish Technical Committees and centrally place Working Groups for standardization activities. - Categorize Working Groups, allocate a manager for each category for administrating the activities of the Working Groups in the category. New Working Groups - Reconstruct groups for new activity fields. - Abolish or merge the existing Working Groups according to the situations of their activities. - Organize the groups such that they allow for linkage with the NGN. TTA-ARIB/TTC-CCSA Meeting June 2002

Technical Board (tentative name) (1)
- Set up the Technical Board as a core organization for handling the TTC’s strategies for standardization. - Configure the Technical Board with the chairman and vice-chairman of the Technical Assembly, manager (tentative name), and secretariat. - Allocate the manager (tentative name) as a promoter for standardization in a specific field (category) and put Working Groups in charge of the manager.
