Functioning of interregional co-operation in Objective 1 and 2 programmes

3. Two approaches to interregional co-operation
Interregional co-operation within Objective 1 and 2 programmes ("mainstreaming")
Interregional co-operation under Objective 3

4. Interregional co-operation in Objective 1 and 2 programmes
Inclusion of a specific priority for interregional co-operation in Objective 1 and 2 programmes (optional)
Will allow co-operation between objective 1 and 2 regions and between regions of the same objective
Interregional co-operation can cover all topics of the programme
Each project partner funds own activities from respective programme
Top up of 10% for the maximum cofinancing rates applicable

5. Interregional Co-operation in Objective 1 and 2 programmes
Possible ways of implementing projects:
Call for proposals for co-operation projects, condition in application would be proof of partnership
Identification of envisaged interregional projects at programme level, search for and agreement with partner region on implementation
Group of regions would agree to allocate funding to joint activities, set up steering group, define priorities and select concrete projects accordingly ("RFO-type")

6. Interregional co-operation under Objective 3
Reinforcing effectiveness of regional policy by promoting networking and exchange of experience
Encouraging a learning process from which regions can benefit
650 mio. € foreseen in Commission's proposal
The whole EU territory is eligible
Rate of assistance 75 %

7. Topics for co-operation
Technological innovation, R&D in regional development, entrepreneurship
Innovation in regional services
Environment, energy efficiency and biodiversity
Risk prevention
Urban development and regeneration
Studies, data collection, transfer of best practices in implementation of co-operation programmes, observation and analysis of development trends

8. Possible interregional co-operation programmes under Objective 3
Thematic interregional co-operation programme focusing on Lisbon and Gothenburg priorities
Framework programme for the exchange of experiences on urban issues (based on URBACT)
Information and dissemination of best practice in management of co-operation programmes (based on INTERACT)
Studies and data collection (based on ESPON)

9. Thematic interregional co-operation programme
Strong focus on Lisbon and Gothenburg agendas
Systematic analysis of project results and dissemination for improved regional policy design
Coherent and streamlined rules and procedures
Straightforward programme framework for project applicants

10. Possible framework for thematic interregional programme
One programme instead of the current four, possibly with thematic sub-programmes
Thematic competence within each of the Secretariats
Would help to further streamline procedures and reduce co-ordination need
projects selected by the selection Committee (with possible involvement of member States)

11. Framework for co-operation projects
Minimum three partners from three regions of at least two Member States
Fulfill all of the following co-operation criteria:
- joint project development - joint implementation - joint project staffing - joint financing
