2. Infrastructure, in the form of public buildings, roads, water and sewerage systems, electricity and other services, supports quality of life and is the foundation of a healthy economy
ROLE OF PPM
To monitor the performance of the Asset and develop performance enhancement strategies. Through:-
Application of Investment analysis and asset management standards.
Preparation of user specific and National Immovable AM Plans.
Development and monitoring of strategic management plans.
ROLE OF PA
Responsible for the valuing of state asset and carrying out investment analyses including option analyses to realise value-for-money for the state.
Advising state on cost-effective investment decisions.
Conduct research into construction and property industries.
KAM
Provide the interface with the clients. It is the entry point into the DPW and the beginning of a long term relationship with clients through:-
Assisting the clients to make informed decision that meet the expectations of their accommodation and related services.
Development of norms, standards and procedures to service clients including Prestige. 2 2

4. Emphasise the importance of infrastructure – and the need to measure its condition.
Bring importance of maintenance to the attention of decision makers.
Lobby for improvement.

6. What we want to see happen:
A co-ordinated, long term sustainable approach.
Infrastructure maintenance must rank higher for limited public funds.
Effective use of limited resources through partnerships.
All levels of government must take difficult decisions.
Concerted efforts at improving the skills base.
Change society demand behaviour.

14. Finding Marginal improvement (overall: D+ to C-)
This average improvement: heavy investment, especially in ports, rail, airports and national roads.
However: “… the quality and reliability of basic infrastructure serving the majority of our citizens is poor and, in many places, getting worse. Urgent attention is required ….”

20. Issues encountered: Availability of information.
Severe shortage of skills.
Inadequate funding of maintenance.
Systems nature of infrastructure services delivery (including: absence of life-cycle costing; lowest capital price procurement).
Sustainability (including: high levels of wastage; civic disrespect for infrastructure; and job creation potential).

22. The issues, as in 2006 and 2011, but with:
Maintenance deferred for short-term expediency, with longer term consequences.
More, and more destructive, “service delivery” protests.
Greatly increased theft and vandalism.
Limited success with, for example, water demand management.
Higher profile for climate change resilience.

24. Opinion survey
A new feature in 2017, still being developed, will be an opinion survey, the objective of which is to collect data on the views of professionals and members of the public who are not involved in the report card process, in order to augment the report card’s assessments.
