Accessible Portable Item Profile (APIP) Standard: Key Concepts and Terms
2
APIP Goals Portability of item content Accessibility of item content
Policy neutral yet provide methods that can be applied to meet a wide variety of needs.
3
APIP: Basic Idea & 3 System Components
1 2 Roster Tools Authoring Tools User Profile Content with Access Tags Roster Tools and Authoring Tools are vendor tools. They don’t both need to come from the same vendor, though that is the likely scenario. These tools create the XML. The user profile includes information about what needs the student has, and possibly their specific setting preferences. Content tags may have additional information for that user. The Testing Interface now knows what the user needs, and how they want their tools set. If needed, additional information is supplied within the Content XML. Best case scenario? Vendors competing with each other to create the best, most accessible student user interface. 3 Testing Interface 3

Standards in the Education Sector
Content Standards Performance Standards Data Standards Interoperability Standards
7
Content Standards Definition of the knowledge, skills, and abilities students are expected to develop State specific Common Core
8
Performance Standards
Level at which students are expected to develop mastery of content standards State-developed summative assessments are one tool used to measure achievement of performance standards Consortia developed assessment programs will be used to measure achievement of Common Core standards
9
Data Standards Data Standards are documented agreements on representations, formats, and definitions of common data. Data standards improve the quality and share- ability of data by: Increasing data compatibility Improving the consistency and efficiency of data collection Reducing data redundancy
10
Data Standards Variable Names Expected values/content type Example:
Topic: Gender Variable Name: Gen Value: 0 = Female, 1=Male
11
Data Standard Applied – Topic: Gender
Database 1: Variable Name: Gender Value: M = Male, F = Female Database 2: Variable Name: Sex Value: 1=Male, 2=Female Export Conversion DB 1: Gender = Gen, M=0, F=1 DB 2: Sex = Gen, 1=0, 2=1 Import Conversion DB 1: Gen = Gender, 0=M, 1=F DB 2: Gen = Sex, 0=1, 1=2

Commonly Used Educational Data Standards
SIF Library Information Curriculum Information Student Information Gender DOB ID # Grade Enrollment Attendance Accommodations Etc.
13
Interoperability Standards
Interoperability is the ability of a system or a product to work with other systems or products without special effort on the part of the customer.
14
Interoperable Assessments
Require Commonly Understood: File format for item content Codes/tags for item content Representation of and interactions with content Scoring rules
15
Available Assessment and Accessibility Interoperability Standards
IMS Access for All QTI Common Cartridge APIP Personal Needs Profile APIP Item Content Standard
16
Interoperability & Data Standards for Assessment
Interoperability standards required for: Item content file format, presentation of that content, interactions with the content, and scoring of responses Data Standards required for: Information about items (e.g., what they measure, parameters) Information about students (e.g., identification, demographics, access needs) Recording results

Status of APIP Final Technical Documents Released March 2011
APIP passed to IMS for maintenance and implementation support IMS APIP Work Group ETS, Pearson, CTB, Measured Progress SBAC and PARCC invited and strongly encouraged to join ATP APIP Study Group State RFPs reference or require APIP Implementation launched by MN and test industry
24
Next Steps Establish touch points between APIP and SIF Student Data Standards Incorporate APIP PNP in Common Education Data Standards Develop business rules and best practices for applying APIP accessibility tags Modify or develop APIP compliant item authoring systems and test delivery systems
25
Next Steps Continue Educating leaders and educators about APIP and Accessibility Profiles Develop tools to assist in creating sound Personal Needs Profiles Adopt APIP prior to development of RttTA item content
