Policy neutral yet provide methods that can be applied to meet a wide variety of needs.

1 2 Roster Tools Authoring Tools User Profile Content with Access Tags Roster Tools and Authoring Tools are vendor tools. They don’t both need to come from the same vendor, though that is the likely scenario. These tools create the XML. The user profile includes information about what needs the student has, and possibly their specific setting preferences. Content tags may have additional information for that user. The Testing Interface now knows what the user needs, and how they want their tools set. If needed, additional information is supplied within the Content XML. Best case scenario? Vendors competing with each other to create the best, most accessible student user interface. 3 Testing Interface 3

Level at which students are expected to develop mastery of content standards State-developed summative assessments are one tool used to measure achievement of performance standards Consortia developed assessment programs will be used to measure achievement of Common Core standards

9 Data Standards Data Standards are documented agreements on representations, formats, and definitions of common data. Data standards improve the quality and share- ability of data by: Increasing data compatibility Improving the consistency and efficiency of data collection Reducing data redundancy
