In Agenda 2000, the Commission proposed to bring together the different forms of pre-accession support provided by the Union within a single framework, the Accession Partnerships. At its meeting on December 1997, the Luxembourg European Council endorsed the Accession Partnership as a new instrument which would be the key feature of the enhanced pre-accession strategy. As the Commission indicated in Agenda 2000: "The reinforced pre-accession strategy has two main objectives. First, to bring together the different forms of support provided by the Union within a single framework, the Accession Partnerships, and to work together with the applicants, within this framework, on the basis of a clearly defined programme to prepare for membership, involving commitments by the applicants to particular priorities and to a calendar for carrying them out. Secondly, to familiarise the applicants with Union policies and procedures through the possibility of their participation in Community programmes." 2

4 SDMX The potential, the opportunity and the cost of SDMX has to be transmitted to the political level. This goes much beyond data transmission to a statistical information model to be used in all stages of the data life cycle. Eurostat will present to the SPC of February 2007 a report on SDMX along all these lines. The ITDG will be associated to this process. 5 SODI SODI has three purposes:
A test field for getting experience on implementation of SDMX. Start to experiment a new form of simultaneous data dissemination. Facilitate the sharing of information between national and international organisations. The SODI TF is the vehicle for testing and introducing the concepts in NSIs (Next meeting November 2006). The main challenge now is to define clearly the project from a statistician’s point of view. Eurostat will increase its efforts in this dimension. No proposal to the SPC until statistical support is ensured. Eurostat has provided to ITDG guidelines on how to develop Open Source, although this will only be done in limited cases.
