MISSION STATEMENT The Mission of the SDF is to contribute to the development of our Nation through sports. Our contribution will be made through our commitment to provide financial assistance for: The provision of sports facilities throughout the island The funding of development programmes of the national governing bodies for the sport Those organizations established to ensure continuity of sports programmes at a community level 14 May 2019

CONTEXT FOR CHANGE The Government of Jamaica, as part of the Fiscal Consolidation Measures and the Public Financial Management (PFM) Reform agenda, has committed to strengthen Jamaica’s Public Investment Management System (PIMS). 14 May 2019

PUBLIC INVESTMENT MANAGEMENT SYSTEM
PIMS became a conditionality of the World Bank Structural Adjustment Loan from The purpose is the prioritization of projects which are designed to fulfil the Government’s stated objectives. 14 May 2019

HISTORICAL INFORMATION
Of approximately 270 active projects being implemented, 65% of these are being implemented by Public Bodies. The research shows that there are low returns on most of these projects owing to: Poor project design and planning Poor institutional capacity to manage projects Policy mismatch with goals and objectives Absence of an effective monitoring and evaluation system 14 May 2019

HOW WILL THIS SYSTEM AFFECT THE SDF
The SDF must first submit proposals for potential projects to the Public Investment Management Committee for initial screening to facilitate early assessment of their: Alignment with national and sectoral development plans Consistency with government strategic priorities; and Feasibility 14 May 2019

The SDF cannot enter into a commitment to undertake the implementation of a project nor seek the approval of Cabinet to enter into such as a commitment, prior to the assessment of the proposal by the Public Investment Management Committee and a recommendation made to the Cabinet regarding the feasibility of such a project. Projects slated for 2014 that are not implemented in the year will have to be analyzed and presented for approval in accordance with this new system. 14 May 2019

The SDF will therefore have to:
Be more proactive and less reactive Engage in more stakeholder dialogue prior to undertaking projects Provide technical advice to Ministers and Parliamentarians prior to the announcement of project Enhance its project development capacity Increase its project monitoring capacity 14 May 2019

Payments will be disbursed based on our cash flow possibilities.
NEW APPROACH TO REQUEST Instead of the SDF deciding throughout the year, by way of: The Development Plan Submitted letters of request as the event approaches The SDF will now allocate funds from the beginning of the year. Payments will be disbursed based on our cash flow possibilities. 14 May 2019

TIMELINE Final submission must be on or before September 30, 2014
Failure to submit on time will result in disqualification for funding for the ensuing year Sporting Organizations are required to indicate infrastructure needs Where this is approved, projects must be submitted to Cabinet and ultimately, to Parliament Only projects approved at the beginning of each year can be implemented during that operational year 14 May 2019
