Joel’s prophecy about the spirit (Joel 2:28-29):
Men and women with the Spirit would be able to do wonders. This outpouring would occur when men will be able to call on the name of the Lord to be saved (Joel 2:32).

Named on three occasions only in the New Testament:
John the baptizer told of One who would have power to baptize in the Spirit (Mark 1:7-8; Luke 3:16). “As for me, I baptize you with water for repentance, but He who is coming after me is mightier than I, and I am not fit to remove His sandals; He will baptize you with the Holy Spirit and fire.” (Matthew 3:11) WHO will do the baptizing with the Spirit?

Jesus applied its fulfillment upon His apostles (Acts 1:1-8). Only apostles were empowered with the Holy Spirit on the Pentecost (Acts 1:26; 2:1-4) Only apostles spoke miraculously in languages (Acts 2:6-7, 14) Only apostles continued to perform signs and wonders in the beginning (Acts 2:43)

Holy Spirit baptism was administered in the circumstances surrounding Cornelius’ household. Peter was convicted by seeing the outpouring of “the gift of the Holy Spirit” upon Gentiles (Acts 10:44-48). Peter was called upon to justify his interaction with Gentiles (Acts 11).

Not to remit sin and save – words are needed for that (Acts 11:14) Not to produce faith in the sinner – the Gospel produces faith (Acts 15:7) Not to cleanse – faith in Christ cleanses when baptized (Acts 15:9)
