Ratification 9 of the 13 states had to approve before the Constitution could be ratified. 13 Delegates left Philadelphia before the Constitution was finished and they did not sign. 3 others refused to sign stating that it gave the national government too much power. (Edmund Randolph, George Mason, and Elbridge Gerry)

Bill of Rights The Anti-Federalists demanded that a list of rights be added to the Constitution The first 10 Amendments were immediately added and are known as the “Bill of Rights”
