2. Local Joint Committees - Background
28 LJCs created in 2009
6 LJCs in Shrewsbury; one area wide LJC
Opportunity for Shropshire Council Members to meet with local Town and Parish Councilors
Discuss issues; raise concerns; ask questions about local services
Opportunity for police, fire service etc. to meet the public
Fund local projects

3. Local Commissioning in Monkmoor
Underdale, Monkmoor & Abbey “Neighbourhood Plan”
Local Governance Board, broadly representative, advisory, Shropshire Council Member chaired
“Family First” pilot - Giving the children the best start in life - Taken forward across Shropshire
Next priorities? - Co-ordinating community activities and support - Health inequalities - Missed appointments
The Family First prototype is about creating a locality based, multi-skilled team to provide targeted support to those families and children whose needs cannot be met by universal services but are not so serious that they meet safeguarding or other specialist interventions (but some might get there without early intervention).

4. The Future of LJCs?
Shropshire Council is transforming into a commissioning council
Emphasis on outcomes, prevention, co-production and community capacity
LJC money disappears from April 2014
LJCs & local communities will continue to be supported by the Community Action Team
Increased emphasis on localism; Neighborhood Plans, Community Right to Challenge, Community Right to Buy, local delegation of budgets and decision making, etc.
What could success look like in the future:
Inclusive and broadly representative supporting local decision making
Locally responsive and flexible
Strong leadership
Deep understanding of local communities
Reducing demand on council services; enabling local communities
Coordinating the role of Town and Parish councils and partners
Taking ownership of the Place Plans
Scrutinising local decisions

What opportunities are there for delegating budgets to LJCs to spend?
What should the boundary be?
How can LJC’s work with Town & Parish Councils to support the opportunities provided by CIL funding?
Who should be accountable for local decision making
and what is the role of the local community in this?
Decisions – how to spend money that is devolved? What do we look to redesign or reinvent?
Delegation of budgets – testing LAYB as part of this……
Boundary – Place Plan or LJC or something different?
How we work collectively on the opportunities through CIL funding

LAYB is local governance at a smaller scale – important to learn from these – C Arms/ C Stretton; Shrewsbury
Learn from LGB already working – give C Stretton and Wem examples
Pilot different approaches e.g. Craven Arms / Rural area, Whitchurch, Shifnal, Bridgnorth, Church Stretton, Wem and Monkmoor, Shrewsbury, etc.
