Focus on a house count to establish the reality of information in systems ( approximately housing units were visited where the GPS co-ordinates were documented) Beneficiary occupancy audit with objective to verify the occupant of the housing units delivered; it would covers 10% of all housing units completed up to June 2008 in 7 of the 9 provinces where information would be collected on both beneficiary and the property Commissioned various impact assessment studies of housing programmes for 2009/10 with the objective to determine the impact on the lives of beneficiaries During project level monitoring and verification working with the municipalities and different Provincial Housing Departments, various challenges were identified:

PROJECTS WITH SEVERE STRUCTURAL DEFECTS: Poor foundation quality and foundations below ground level Leaking roofs Cracked walls Cracked floors Windows and doors not opening and poor quality materials SERVICES Water pipes leaking MATERIAL SUPPLY SHORTAGES CAUSING DELAYS WITH PROJECT COMPLETION Material not readily available Poor quality of material LACK OF SKILLED WORKERS Technical and Project Management skills

BENEFICARY IDENTIFICATON Administration insufficient and inadequate Approval process too slow Fraudulent happy letters issued Allocation of houses to wrong beneficiaries Invasion of houses by non-beneficiaries LACK OF BULK INFRASTRUCTURE Funded housing projects that can not proceed with construction as a result of lack of bulk infrastructure CONTRACTORS Poor workmanship Good contractors but slow pace of construction especially emerging contractors
