Evidence to support the statement (S) “The Scottish local council elections in 2007 showed a large change compared with the elections in 2003” made by Sam Baker can be supported because Source 1 (E) states “With the new voting system, a significant change across councils was expected” Evidence to back this up can be found in Source 2 (E) which shows Labour control of 13 councils in 2003 but only control of 2 in 2007; it also shows an increase in NOC from 11 in 2003 to 27 in (Link not needed for Prelim!) Sam Baker can also be supported because Source 1 (E) states “The Scottish Council elections used STV for the first time”. This can be backed up in Source 1 (E) where it states “Voters also had a wider choice of candidates to vote for since the average number of candidates rose from 3 to more than 7”.

Evidence to oppose the statement (S) “The Scottish local council elections in 2007 showed a large change compared with the elections in 2003” made by Sam Baker can be opposed because Source 3 (E) states that “The number of women councillors showed little change in In the 2003 election, 269 women had been elected as councillors. In 2007, this figure fell slightly to 263 women”. This can be backed up in Source 3 (E) where it states “The 2007 elections saw no change in the number of BME representatives”.
