3 Technical assistance and capacity development
Article XX of the IPPC makes provision for technical assistance, particularly for developing countries, with the aim of improving national capacity and supporting a fully functional NPPO.

4 Technical assistance and capacity development
National phytosanitary capacity is defined by the IPPC National Phytosanitary Capacity Development Strategy as: “The ability of individuals, organizations and systems of a country to perform functions effectively and sustainably in order to protect plants and plant products from pests and to facilitate trade, in accordance with the IPPC.”

7 Sources of assistance for contracting parties
Financial support The IPPC Secretariat provides limited financial support to developing countries to enhance their participation in its activities, including participation in the Commission on Phytosanitary Measures and related meetings. IPPC may provide funding for developing countries to attend and participate in annual IPPC regional workshops.

8 Sources of assistance for contracting parties
FAO technical cooperation programmes FAO projects are designed to address urgent technical issues at the national level (project budgets limited to around US$500,000). FAO operates technical cooperation projects at the regional level and under other modalities.

9 Sources of assistance for contracting parties
Other sources of support Many organizations, such as international banks, development agencies and development partnerships can provide financial support to development projects at the national or regional level. Each donor has specific requirements for application, formulation, implementation and supervision of projects and these need to be considered when deciding to present a project proposal.
