2. Why Focus on Juvenile Detainees?
Adolescents in juvenile detention are at particularly high risk for STDs, especially CT
Detainees have many risk factors:
Early sexual debut
Multiple sex partners
Inconsistent use of condoms
Substance abuse problems
Victims of physical and sexual abuse
High risk sexual networks

3. The National Picture Status of STD Testing or Screening in Juvenile Justice Facilities
1994 OJJDP Survey
Less than half of the juvenile detention facilities in the country offer STD testing or screening for syphilis, gonorrhea, or chlamydia (OJJDP 1994)
