2 Background Five universities charged tuition differential fees in Changes in 2009 All universities Raised cap Financial aid Accountability BOG implementation More details about how it was implemented in 2009 in subsequent slide. Note that this was done in a matter of weeks, following passage/signing in May and need for BOTs to adopt fees and notify students ASAP. Mention during later discussion of 2009 implementation that the process will be improved for 2010 – similar request, but also: (a) scrutiny of link between and expenditure plans; (b) raised expectation for detail on expenditures and expected performance impact, including data to support baseline and expected performance impact.

$10.3M revenue Charge of $6.96 per hour at FIU, FSU, UF, and USF (excluding branches) and $2.32 per hour at UCF Uses of funds: Hire faculty and advisors Maintain course offerings Maintain or improve student services

4 2009 Implementation Approved university proposals for 2009-10
Monitoring revenue and expenditures Revised Tuition and Fees regulation (7.001): Outline of the approval process; and Financial aid accountability provisions. Adopted University Work Plans and Annual Reports regulation (2.002), including tuition differential-related performance measures. The process will be improved in 2010 – similar request, but also: (a) scrutiny of link between and expenditure plans; (b) raised expectation for detail on expenditures and expected performance impact, including data to support baseline and expected performance impact.

5 Plans and Estimates Eleven universities authorized, charging fee $37.9M estimated revenue $10.4M to need-based financial aid Charges range from $5.74 to $13.74 per hour Uses of funds: Hire new faculty and advisors, and improve support for existing faculty and staff Increase course offerings Maintain or improve student services Support enhanced and individualized instruction OPPAGA pointed out in recent Senate meeting that the increase in amounted to about 1% of the cost of attendance.

6 Financial Aid Update As of October 31, $7.8M undergraduate need-based financial aid awarded Also, $145,621 in tuition differential fee waivers granted Process and baseline data established to monitor compliance with spending and supplanting provisions

7 Performance Baseline BOG passed new University Work Plans and Annual Report regulation, which includes: Tuition differential proposals in annual work plans; Statutorily specified performance measures. Baseline data from which to determine changes from forward Summary of system-wide baseline performance data 30Graduation rates and student-faculty ratio have been flat Excess hours increased Size of undergraduate course sections increased Percentage of undergraduates taught by faculty increased Undergraduate faculty pay increased (less than inflation) Nursing exam pass rates increased Performance measures: Graduation rates and student-faculty ratio have been flat
