Note that this was done in a matter of weeks, following passage/signing in May and need for BOTs to adopt fees and notify students ASAP.
Mention during later discussion of 2009 implementation that the process will be improved for 2010 – similar request, but also: (a) scrutiny of link between and expenditure plans; (b) raised expectation for detail on expenditures and expected performance impact, including data to support baseline and expected performance impact.

3. 2008-09 Summary Five universities authorized, charged fee

5. Plans and Estimates
Eleven universities authorized, charging fee
$37.9M estimated revenue
$10.4M to need-based financial aid
Charges range from $5.74 to $13.74 per hour
Uses of funds:
Hire new faculty and advisors, and improve support for existing faculty and staff
Increase course offerings
Maintain or improve student services
Support enhanced and individualized instruction
OPPAGA pointed out in recent Senate meeting that the increase in amounted to about 1% of the cost of attendance.

6. Financial Aid Update
As of October 31, $7.8M undergraduate need-based financial aid awarded

7. Performance Baseline
BOG passed new University Work Plans and Annual Report regulation, which includes:
Tuition differential proposals in annual work plans;
Statutorily specified performance measures.
