2 Objectives of this session
Present the draft 3rd WISE Implementation Plan (Note: you have been provided with an electronic copy). Present the various viewers that have been developed to facilitate the access to data and information reported by countries. Collect feedback on the usefulness and scope for improvement in view of finalising the 3rd WISE Implementation Plan.

Joint initiative of the European Commission and the EEA. Former technical arrangement Environment Data Centres Go4 ENV EEA JRC ESTAT The main scope was to put in place a new working arrangement for the EKC building on the former technical arrangement from 2005 between ENV, ESTAT, JRC and EEA (aka Group of 4).

Former technical arrangement Environment Data Centres Go4 ENV EEA JRC ESTAT air resources bio-diversity climate waste land use Over the years, this became unsustainable due to the proliferation of number of ”data centres” to be added (e.g. chemicals, marine, etc) and the shifting policy priorities requiring a more integrated appraoch. In addition, Go4 got lost in translation about the increasing amounts of European ”data centres”, ”information platforms”, ”knowledge centres”, ”comptence centres”, etc. As an example, a Forest ”Data Centre” evolved into a ”Forest Information System for Europe” which needs to tap into data sources from different EKC partners and beyond. water forest products soil

It will be based on the European Interoperability Framework (EIF) from 2017, and responding to the actions proposed by the Internal Audit Service from 2017 for managing and sharing data on agriculture-environment-climate issues. New agreed EKC data and information framework EKC strategic actions 1. Improve data access 2. Promote interoperability 3. Foster shared data architecture 4. Define a common entry point 5. Establish governance structure Five strategic actions are proposed for the further implementation of the EKC data and information strategy: 1. Improving free and open data access between EKC partners, including data gathered in other areas and relevant for the environment. 2. Promote and use common standards for metadata, web services and data interoperability by EKC partners (e.g. INSPIRE for geospatial data). 3. Foster the inclusion into a shared data architecture of all existing European environmental data from EKC partners which so far are not accessible and/or available for sharing and re-use. 4. Establish a common entry point to environmental data across EKC partners. Option: the use of the existing EU Open Data portal will be evaluated in 2018. 5. Establish a governance structure and principles for EKC data centres and information platforms.

19 Governance of WISE The strategic direction is provided by the WISE Steering Committee, whose members are the services of the European Commission that have a stake in freshwater and marine activities (specifically DG ENV, DG MARE, JRC, ESTAT, R&I) and the EEA. The operational management of WISE is the joint responsibility of DG ENV and EEA, which lead the development and implementation of the WISE Implementation Plan. The policy context frames the development and implementation of WISE.
